I was attacked with the intent to fatal incapacitation- I am left with daily headaches abdominal pain and was refused treatment-

It is now my imperative to respond in self defense from this incapacitation –

I will not resort t0 terrorism or barbarism-what good will that do-terrorism is an unacceptable exercises of power, influence and policy by anyone individual or state-it is inhumane-or the like-which was the intent of this all-they took their moment to strike while I was in Afghanistan- Names are here in the medical records on the blog.

I do not joke when I say the relatives were involved-I have my own proof..

I am not fooled

There are between five and ten critical flaws in that law and 2 flaws which will doom it.

But I’ll leave that to the American people to find what those flaws are for themselves -I am just a mere mortal citizen-

Guys who like My Little Pony gather for ‘BronyCon’

SECAUCUS, N.J. (AP) — Dale Fjordbotten is a proud “My Little Pony” fan, with the shiny blue body suit and yellow lightning bolt, blue wings and blue tail to prove it.

Like many “Bronies” — boys and men who like the cartoon “My Little Pony: Friendship is Magic”— the 25-year-old college student turned out over the weekend for “BronyCon Summer 2012” at the Meadowlands Exposition Center, which drew 4,000 men, women, boys and girls, many in colorful wigs and costumes.

“I thought about what people would say. ‘It’s creepy. It’s weird. It’s a … show for little girls,'” said Fjordbotten, from Staten Island, N.Y. “It’s just a great show … the story line, the plot, the beautiful animation.”

Bronies say they’re a misunderstood lot who’ve gotten a bad rap from the media. They’re all about the show, friendship, love and tolerance, and they have no bad intentions, they say.

“I discovered that there’s nothing to be ashamed of being a Brony,” said 19-year-old James Penna of Mastic in Long Island, N.Y. “People are into what they’re into.”

Outside the convention center, young men danced and sang along with songs from My Little Pony cartoon that blasted from loud speakers as a video screen on a large truck showed the show’s characters. One observer said it almost felt like a Grateful Dead concert.

Inside, vendors sold stuffed ponies, pony accessories, pony signs, pony hats and just about every pony item imaginable. Stars who do the show’s voices signed autographs and gave speeches.

Staff appeared to be a little overwhelmed at times. It was just over a year ago when BronyCon attracted about 100 people to some meeting rooms in New York City. Now there are thousands of Bronies across the country.

Hasbro released the first My Little Pony toys in 1983, and they led to television specials, a film and the first TV series from 1986 to 1987.

The brand stuck around through the years. But along came animator Lauren Faust, who was hired by Hasbro and sparked new life to My Little Pony when she created the “Friendship is Magic” series.

Faust had worked on “The Powerpuff Girls” and “Foster’s Home for Imaginary Friends” before dreaming up the land of Equestria, where My Little Pony characters like Twilight Sparkle, Apple Jack, Rainbow Dash and Pinkie Pie get into all kinds of adventures.

Faust told The Associated Press at BronyCon on Saturday that she never imagined the show would be such a hit with teenage boys and young men. She said her main target was little girls, but she hoped to draw in moms and perhaps some boys with strong characters and compelling story lines.

“We live in a society where saying that something is for girls is the equivalent to saying that something is stupid, or saying that something isn’t worthwhile,” Faust said.

“I think that’s awful and I think that kind of attitude needs to be changed,” she said. “And these men are doing it. … They’re proud that they’re forward-thinking and modern enough to look past this misogynistic attitude.”

Faust said she, like the Bronies, is disturbed at the negative images some people have about men who like the show.

“There are a lot of people who when they first hear about men watching a show for little girls, they’re taken to a creepy place,” she said. “They think there’s something wrong with that, something devious about it. I think that’s unfortunate.

“I don’t think you have to have bad intentions to like little girls or to like the things that they like,” Faust said. “And it’s upsetting to me that people jump to those conclusions. I think it’s unfair to men and I think it’s unfair to girls and women.”

To set the record straight about Bronies, Faust, John de Lancie and others are producing a documentary that filmed over the weekend at BronyCon. De Lancie is the voice of Discord on “My Little Pony: Friendship is Magic” and is perhaps best known for playing “Q” on “Star Trek: The Next Generation.”

Zac North traveled from his hometown of Dayton, Ohio, to be with fellow Bronies in New Jersey this weekend. He dressed as his favorite character, the antagonistic Discord, wearing a hooded and multicolored costume complete with a dragon tail, since Discord is a pony-dragon hybrid.

Why does he like the show?

“It’s colorful and innocent, which is something I don’t have in my life,” the 26-year-old Sam’s Club worker said. “I like the community away from the show.”

Twenty-year-old My Little Pony fan Gabby Pantaloni of Hershey, Pa., said she was kind of shocked that so many guys like the show, as she stood in a line at BronyCon to get her picture taken with other enthusiasts dressed like her favorite character Rarity.

“After watching the show, I could see why anyone of any age would like it,” she said. “I think it just makes us all feel like kids again. Some of us are afraid of growing up. We’re all just kids at heart.”

Love liberty? You might be a terrorist

Are you suspicious of federal authority? How about really into individual liberty? Well according to a new study funded by the US Department of Homeland Security, you very well might be a terrorist.

A report published earlier this year by the National Consortium for the Study of Terrorism and Responses to Terrorism (START) at the University of Maryland has surfaced, and in their DHS-funded findings, Americans “reverent of individual liberty” and others adamant about protecting their personal freedoms are categorized as extreme right-wing terrorists.

In the paper, Hot Spots of Terrorism and Other Crimes in the United States, 1970-2008, researchers used definitions from another START study, 2011’s Profiles of Perpetrators of Terrorism, to characterize what traits should be considered when describing right-wing terrorists. Both papers were funded with grants from the US Department of Homeland Security provided to START.

Although the authors of the paper note that the study’s findings do not necessarily represent the opinions of START of the DHS, the website PrisonPlanet.com notes that the organization was started with the aid of $12 million of Homeland Security funds. The latest report is described by its authors as the latest part in a series of studies sponsored by the Human Factors/Behavioral Sciences Division, Science and Technology Directorate and the US Department of Homeland Security in support of the Counter-IED Prevent/Deter program.

“The goal of this program is to sponsor research that will aid the intelligence and law enforcement communities in identifying potential terrorist threats,” write the authors, which is done “using state-of-the-art theories, methods and data from the social and behavioral sciences to improve understanding of the origins, dynamics and social and psychological impacts of terrorism.”

Apparently, loving America is precisely one of those factors found out through the latest space-age understanding of the human mind.

In explaining how START’s earlier study categorized terrorists in groups such as religious, ethno-nationalist and extreme left-wing, researchers recall that the organization considers right-wing extremists terrorists as “groups that believe that one’s personal and/or national ‘way of life’ is under attack and is either already lost or that the threat is imminent (for some the threat is from a specific ethnic, racial, or religious group) and believe in the need to be prepared for an attack either by participating in paramilitary preparations and training or survivalism.”

“Groups may also be fiercely nationalistic (as opposed to universal and international in orientation), anti-global, suspicious of centralized federal authority, reverent of individual liberty and believe in conspiracy theories that involve grave threat to national sovereignty and/or personal liberty,” the report adds.

Russia must teach its children the language of complexity and simplicity. They must know the struggle to decipher the laws of thermo-dynamics or thermonuclear propulsion for example. They must experience and struggle through deciphering, and solving differential equations. They must know and experience that and when the do, they will be able to simplify it. For it builds self-esteem and self worth. Self esteem in knowing you conquered that hard mathematical problem and now can simplify it. To deny them that experience, and struggle with regards to the complex would stunt their growth.

The harassers here in Oahu, do they know better? Should they know better? Is it their fault in being used like pawns? When you destroy, kill or remove all the people who know the language of complexity and leave only those with the language of simplicity, you have people with stunted growth who prize things such as corruption, evil and the like-this is the basis for dumbing down the population and creating factions. They divide the simplified factions and have them fight amongst each other, while they sit at the top in control manipulating everyone else-it is the most crass illusion of democracy.

This is why if nothing else Russia must teach its future generations the language of complexity and simplicity. Only a population capable of critical thinking can withstand the pressures of psychological and information warfare.

What they are doing is the application of a form of eugenics at the level of the stat, through the use of conflict in culling select populations of intellectual capability. This is Nazism of the 21st century.

Russia holds the advantage for a variety of reasons. Russia is at the systemic stage of what I term active potential and will reach standard potential by or before 2020 and by 2030 reach optimal potential.

China is at the stage of optimal potential with the propensity for hyper potential in the next decade or so and most of Europe and the dominant western countries are back to fixed potential states.  The countries of Africa are fluctuating between null and fixed potential and Latin America is at a state of active potential.

Didier Lombard, Ex-France Telecom CEO, Probed Over His Role In Wave Of Staff Suicides

France Telecom’s former chief executive was put under investigation on Wednesday over his alleged role in a wave of staff suicides, accused of advocating tough management practices amounting to psychological harassment, his lawyer said.

Didier Lombard was head of the telecommunications company when it was engulfed in controversy linked to the suicides of more than 30 employees in 2008 and 2009, a decade after its privatisation.

Lombard, who stepped down as CEO in early 2010 amid criticism of his handling of the crisis, was released under court surveillance on bail of 100,000 euros ($125,000) after being questioned for four hours by two investigating magistrates.

“I forcefully reject the idea that (restructuring) plans vital to the survival of the company might have been the cause of human tragedies,” the former CEO wrote in Le Monde daily on Wednesday, proclaiming his innocence.

Lombard’s lawyer, Jean Veil, said his client had not been given a chance to explain himself fully but sought to clarify the context of his actions by referring to tough economic conditions and pressure exerted by the government, a minority stakeholder.

Unions said harsh practices including forced moves and impossible performance targets were partly behind the rash of suicides. France Telecom had countered by saying the rate was no higher than in the general population.

Yet the former CEO, who was succeeded by Stephane Richard, said after stepping down that he regretted not taking measures earlier than he had to boost staff morale at the company of more than 100,000 employees.

In February 2010, government labor inspectors wrote in a report on the suicides that France Telecom had ignored warnings from doctors about the mental health of certain employees.

The report, seen by Reuters, pointed to a restructuring plan that sought to reduce headcount by 22,000 and put 10,000 other workers in new positions as having a “pathological effect” on staff morale.

“In this case, Mr Didier Lombard is being accused of harassment against people that he never met,” Veil said. “That is a stunning accusation.”

If found guilty of harassment, Lombard could face up to one year in prison and a 15,000-euro fine.

Two other former senior executives at France Telecom have been summoned by investigating magistrates.

Did I come here by choice?
No I did not
Would I come here by choice?

Then why did I stay, because I suffer daily from an unidentified upper respiratory complications, spinal pains, headaches, cognitive dis-associations and constant abdominal and largo-pharyngeal pain, which takes a toll when I move around, so the logical thing to do was to be sedentary until I would be better able to move.
If I was to physical voice or express these pains then the y would use this as they have done before to label by as some psycho or the like. This place was the point of origin of the denial of treatment the responsibility lies here.

Russia need not amend its laws to placate any one-efficiency will come in due time.

The western world highlights and advocates its laws in antithesis to other countries it does not support or favor as a means of creating a tool which can translate into tangible foreign policy.

This has the effect of creating false dichotomies so as to establish an us versus them environment for various economical and political gains in the zero sum game of international relations and its discourse.

This undermines the genuine problems of citizens rights and battling injustice, because the advocating of things such as human rights,  etc would not be at the top of international agendas if they did not advance the interest of the state with the positive outcome being  maximized in favor of those doing the advocating at the expense of others.

In the most profound sense the reasons for this policy shifts and adoptions are not altruistic at all, and those who suffer injustice would have been abandoned had not taking up their cause albeit at a  superficial level advance the interest of the state.

This is what the Russian Federation is pointing out for all the world to see. It is not Russia who is on the losing side of history.

People conveniently forget the soviet union lost 27 millions of it citizens during the second world war, ensuring victory on the eastern front.

I have had  myriads of harassers throughout this experience, but in the following context I focus on the African americans and their cohorts.

I have no need or business for African americans ha, who harass, me who complains and purport about unjust history and turn around to use those same tactics of injustice against others, to include african americans, minorities and the like. Then glance snickering or grimacing faces at me when things don’t go their way. It smacks of hypocrisy and internalized injustice.

How did we come from 200+ years of slavery and injustice to power diktats and prescribing and conducting injustice-I shudder at the reality (sic)

Ponzi schemes are partly to blame for England’s 2008 financial crisis, according to one British official.

“The banks and those regulating them believed that the bubble would never stop growing, that markets were always self- correcting, that greed was always good, that their Ponzi schemes would never collapse, and that none of the debts would ever turn bad,” George Osborne, England’s Chancellor of the Exchequer, said at the Conservative Party’s annual conference, according to Bloomberg.

“They let down their customers, they let down their shareholders, and they let down their country.”

Critics allege that in the lead up to the 2008 financial crisis, banks around the world took on excessive risk, pushing themselves near collapse when their bets and loans went sour and putting the global economy at risk of completely collapsing.

Though the claims are damning, they’re not quite the same as a Ponzi scheme — or a financial scam in which the schemer uses the deposits from later investors to high returns to earlier investors.

Still, Osborne isn’t the first to describe the behavior of the financial industry’s pre-crisis behavior as a “Ponzi scheme.” Famed Wall Street critic Matt Taibbi said the banking sector is “one giant Ponzi scheme after another” in an appearance on the Colbert Report in 2009, adding that Wall Street is no longer about “helping investors find good business opportunities which in turn would create jobs.”

Ponzi scheme or no, the British economy continues to suffer from the effects of the crisis. Sir Mervyn King, the governor of the Bank of England, said Britain isn’t even “yet halfway through” the economic downturn, according the Daily Mail.

“When this crisis began in 2007-8, most people, including ourselves, did not believe we would still be right in the thick of it five years later,” King said.

Meanwhile, the British banking sector as well as those that regulate it are getting slammed over the revelations that Barclays and other banks manipulated the Libor interest rate in their favor. Barclays paid $450 million to settle the allegations and the Financial Services Authority, Britain’s banking watchdog, is facing criticisms that it didn’t do enough to stop the manipulation before it happened, according to the Wall Street Journal.

Mowed the grass today, after  paying 75 dollars to fix the lawn mower which is giving the same problem, then the neighbors so nonchalantly came out to help-it all seemed so scripted, I am willing to bet money it was, along with the fact of my roommate (whom I do not trust) sabotaging the lawn mower. Who knows, but I would bet money thats wow it played out, why?Because of seen this MO before.

He then goes into a tirade about how he started doing things their way and he is getting what he wants-can some one say corruption or the like-a script he learned to play from his previous two professions no doubt

In Hawai’i there is term ‘Ohana and Hui, they refer to family in the context of the first blood relative and in the context of the second non-blood relatives or community.
In my dealing with the people who harass and denied me medical care here, for the most part they don’t know the whole story, and for those that do they are just plain sick, for there is an old British saying, “The executioner never pulls the switch he has someone else do it for him.”

Whenever you hear people speak in the religious or spiritual sense and then go and do the most acrimonious deeds filled with chicanery, that is a dead give away to the fact that a) they are neither religious or spiritual and b)they do not believe what they purport to say and are opportunist, this is usually seen in con artists and politicians here, though how one distinguishes between the two is a matter of relativity.

So when it is often spoken about aloha in Hawai’i, my experience here with all the psyops buffoonery at the expense of my health is just absurd to me,I can never see this aloha that they talk about.

In aikido there is a term called kokyu, which simply translates to breath or breathing, but it has  a very profound meaning in the aikido martial art and life which I will not go into detail here.

For every kokyu I take which is preceded by my bodily pain due to the neglect of medical treatment  here on O’ahu, it goes into the environment, the surrounding  Hui or aloha and that kokyu infused with pain and expelled through the body with all its negativity is released into the environment and it corrupts it and it travels and spreads as each kokyu from all the harassment, for every breath of ever minute of every hour of every day of every week of every month of every year is exponentially released here on O’ahu and poisons the environment, the spirit of aloha and for every person you do it to, this happens also and this is why I do see the aloha spirit. Especially as this psyops is ongoing.

If those two groups are willing to shock and awe, bombard and bombast the same world citizenry with bombs, mayhem, war and destruction, to include corruption, coercion (to encompass all of its forms of psychological, informational and structural), then they are no different from the monsters they claim to be fighting, caused or imposed injustice upon them. Why that would be the “pot calling the kettle black,” to use the expression.

It was Herr Nietzsche who warned “be careful when fighting with monsters lest you become one, for when one stares into the abyss, the abyss stares back into you.”

What they are doing, those two groups mentioned above and their cohorts is far worse that what 400+ years of slavery and oppression has done, what they are doing is taking modes of identity (taking the words and modes from the disenfranchised and the like), co-opting and twisting it subjectively for either commercial profit or gain at the expense of humanity (mainly other’s humanity), which was the original complaint they were making against “The Oppressors”

Thus, “The Abused becomes an Abuser” and legitimacy is lost for an entire group of people for no other purpose than strategic hegemony and caprice.
Quite frankly the whole thing makes me sick and I would have nothing to do with these people, for what they have done to me, the refusal and obstruction of medical treatment and most important  the subjective slap in the face to people who are really suffering around the world.

Cloud seeding, a form of intentional weather modification, is the attempt to change the amount or type of precipitation that falls from clouds, by dispersing substances into the air that serve as cloud condensation or ice nuclei, which alter the microphysical processes within the cloud. The usual intent is to increase precipitation (rain or snow), but hail and fog suppression are also widely practiced in airports.

The most common chemicals used for cloud seeding include silver iodide and dry ice (solid carbon dioxide). Liquid propane, which expands into a gas, has also been used. This can produce ice crystals at higher temperatures than silver iodide. The use of hygroscopic materials, such as salt, is becoming more popular[citation needed] after promising research[citation needed].

Seeding of clouds requires that they contain supercooled liquid water—that is, liquid water colder than zero degrees Celsius. Introduction of a substance such as silver iodide, which has a crystalline structure similar to that of ice, will induce freezing nucleation. Dry ice or propane expansion cools the air to such an extent that ice crystals can nucleate spontaneously from the vapor phase. Unlike seeding with silver iodide, this spontaneous nucleation does not require any existing droplets or particles because it produces extremely high vapor supersaturations near the seeding substance. However, the existing droplets are needed for the ice crystals to grow into large enough particles to precipitate out.

In mid-latitude clouds, the usual seeding strategy has been based on the fact that the equilibrium vapor pressure is lower over ice than over water. The formation of ice particles in supercooled clouds allows those particles to grow at the expense of liquid droplets. If sufficient growth takes place, the particles become heavy enough to fall as precipitation from clouds that otherwise would produce no precipitation. This process is known as “static” seeding.

Seeding of warm-season or tropical cumulonimbus (convective) clouds seeks to exploit the latent heat released by freezing. This strategy of “dynamic” seeding assumes that the additional latent heat adds buoyancy, strengthens updrafts, ensures more low-level convergence, and ultimately causes rapid growth of properly selected clouds.

Cloud seeding chemicals may be dispersed by aircraft (as in the second figure) or by dispersion devices located on the ground (generators, as in first figure, or canisters fired from anti-aircraft guns or rockets). For release by aircraft, silver iodide flares are ignited and dispersed as an aircraft flies through the inflow of a cloud. When released by devices on the ground, the fine particles are carried downwind and upwards by air currents after release.

An electronic mechanism was tested in 2010, when infrared laser pulses were directed to the air above Berlin by researchers from the University of Geneva.[1] The experimenters posited that the pulses would encourage atmospheric sulfur dioxide and nitrogen dioxide to form particles that would then act as seeds.[1]

Effectiveness

Referring to the 1903, 1915, 1919 and 1944 and 1947 weather modification experiments, the Australian Federation of Meteorology discounted “rain making.” By the 1950s the CSIRO Division of Radiophysics switched to investigating the physics of clouds and had hoped by 1957 to better understand these processes. By the 1960s the dreams of weather making had faded only to be re-ignited post-corporatisation of the Snowy Mountains Scheme in order to achieve “above target” water. This would provide enhanced energy generation and profits to the public agencies who are the principal owners. Cloud seeding has been shown to be effective in altering cloud structure and size and in converting supercooled liquid water to ice particles. The amount of precipitation due to seeding is difficult to quantify.

A key challenge is in discerning how much precipitation would have occurred had clouds not been seeded. Overall, there is general expectation that winter cloud seeding over mountains will produce snow, expressed by professional organizations.[2][3][4][5] There is statistical evidence for seasonal precipitation increases of about 10% with winter seeding.[6]

The US government, through its National Center for Atmospheric Research, has analyzed seeded and unseeded clouds to understand the differences between them, and has conducted seeding research in other countries.[citation needed]

Clouds were seeded during the 2008 Summer Olympics in Beijing using rockets,[7] so that there would be no rain during the opening and closing ceremonies.[8] although others dispute their claims of success.[9]

Impact on environment and health

With an NFPA 704 rating of Blue 2, silver iodide can cause temporary incapacitation or possible residual injury to humans and mammals with intense or continued but not chronic exposure. However, there have been several detailed ecological studies that showed negligible environmental and health impacts.[10][11][12] The toxicity of silver and silver compounds (from silver iodide) was shown to be of low order in some studies. These findings likely result from the minute amounts of silver generated by cloud seeding, which are 100 times less than industry emissions into the atmosphere in many parts of the world, or individual exposure from tooth fillings.[13]

Accumulations in the soil, vegetation, and surface runoff have not been large enough to measure above natural background.[14] A 1995 environmental assessment in the Sierra Nevada of California[15] and a 2004 independent panel of experts (an overview only is presented in the executive summary of the research) in Australia confirmed these earlier findings.

Cloud seeding over Kosciuszko National Park – a Biosphere Reserve – is problematic in that several rapid changes of environmental legislation were made to enable the “trial.” Environmentalists are concerned about the uptake of elemental silver in a highly sensitive environment affecting the pygmy possum amongst other species as well as recent high level algal blooms in once pristine glacial lakes. The ABC program Earthbeat on July 14, 2004 heard that not every cloud has a silver lining where concerns for the health of the pygmy possums was raised. Research 50 years ago and analysis by the former Snowy Mountains Authority led to the cessation of the cloud seeding program in the 1950s with non-definitive results. Formerly, cloud seeding was rejected in Australia on environmental grounds because of concerns about the protected species, the pygmy possum. Since silver iodide and not elemental silver is the cloud seeding material, the claims of negative environmental impact are disputed by peer-reviewed research as summarized by the international weather modification association.

History

Vincent Schaefer (1906–1993) discovered the principle of cloud seeding in July 1946 through a series of serendipitous events. Following ideas generated between himself and Nobel laureate Irving Langmuir while climbing Mt. Washington in New Hampshire, Schaefer, Langmuir’s research associate, created a way of experimenting with supercooled clouds using a deep freeze unit of potential agents to stimulate ice crystal growth, i.e., salt, talcum powder, soils, dust and various chemical agents with minor effect. Then one hot and humid July 14, 1946, he wanted to try a few experiments at General Electric’s Schenectady Research Lab. He was dismayed to find that the deep freezer was not cold enough to produce a “cloud” using breath air. He decided to move the process along by adding a chunk of dry ice just to lower the temperature of his experimental chamber. To his astonishment, as soon as he breathed into the deep freezer, a bluish haze was noted, followed by an eye-popping display of millions of microscopic ice crystals, reflecting the strong light rays from the lamp illuminating a cross-section of the chamber. He instantly realized that he had discovered a way to change supercooled water into ice crystals. The experiment was easily replicated and he explored the temperature gradient to establish the −40˚C[16] limit for liquid water.

Within the month, Schaefer’s colleague, the noted atmospheric scientist Dr. Bernard Vonnegut (brother of novelist Kurt Vonnegut) is credited with discovering another method for “seeding” supercooled cloud water. Vonnegut accomplished his discovery at the desk, looking up information in a basic chemistry text and then tinkering with silver and iodide chemicals to produce silver iodide. Together with Dr. Vonnegut and Professor Henry Chessin, SUNY Albany, a crystallographer, co-authored a publication in Science Magazine [17] and received a patent in 1975.[18] Both methods were adopted for use in cloud seeding during 1946 while working for the General Electric Corporation in the state of New York. Schaefer’s altered a cloud’s heat budget, Vonnegut’s altered formative crystal structure – an ingenious property related to a good match in lattice constant between the two types of crystal. (The crystallography of ice later played a role in Kurt Vonnegut’s novel Cat’s Cradle.) The first attempt to modify natural clouds in the field through “cloud seeding” began during a flight that began in upstate New York on 13 November 1946. Schaefer was able to cause snow to fall near Mount Greylock in western Massachusetts, after he dumped six pounds of dry ice into the target cloud from a plane after a 60-mile easterly chase from the Schenectady County Airport.[19]

Dry ice and silver iodide agents are effective in changing the physical chemistry of supercooled clouds, thus useful in augmentation of winter snowfall over mountains and under certain conditions, and lightning and hail suppression. While not a new technique, hygroscopic seeding for enhancement of rainfall in warm clouds is enjoying a revival, based on some positive indications from research in South Africa, Mexico, and elsewhere. The hygroscopic material most commonly used is salt. It is postulated that hygroscopic seeding causes the droplet size spectrum in clouds to become more maritime (bigger drops) and less continental, stimulating rainfall through coalescence. From March 1967 until July 1972, the U.S. military’s Operation Popeye cloud-seeded silver iodide to extend the monsoon season over North Vietnam, specifically the Ho Chi Minh Trail. The operation resulted in the targeted areas seeing an extension of the monsoon period an average of 30 to 45 days.[20] The 54th Weather Reconnaissance Squadron carried out the operation to “make mud, not war”.[21]

One private organization which offered, during the 1970s, to conduct weather modification (cloud seeding from the ground using silver iodide flares) was Irving P. Krick and Associates of Palm Springs, California. They were contracted by the Oklahoma State University in 1972 to conduct such a seeding project to increase warm cloud rainfall in the Lake Carl Blackwell watershed. That lake was, at that time (1972–73), the primary water supply for Stillwater, Oklahoma and was dangerously low. The project did not operate for a long enough time to show statistically any change from natural variations. However, at the same time, seeding operations have been ongoing in California since 1948.

An attempt by the United States military to modify hurricanes in the Atlantic basin using cloud seeding in the 1960s was called Project Stormfury. Only a few hurricanes were tested with cloud seeding because of the strict rules that were set by the scientists of the project. It was unclear whether the project was successful; hurricanes appeared to change in structure slightly, but only temporarily. The fear that cloud seeding could potentially change the course or power of hurricanes and negatively affect people in the storm’s path stopped the project.

Two federal agencies have supported various weather modification research projects, which began in the early 1960s: The United States Bureau of Reclamation (Reclamation; Department of the Interior) and the National Oceanic and Atmospheric Administration (NOAA; Department of Commerce). Reclamation sponsored several cloud seeding research projects under the umbrella of Project Skywater from 1964 to 1988, and NOAA conducted the Atmospheric Modification Program from 1979 to 1993. The sponsored projects were carried out in several states and two countries (Thailand and Morocco), studying both winter and summer cloud seeding. More recently, Reclamation sponsored a small cooperative research program with six Western states called the Weather Damage Modification Program,[22] from 2002–2006.

Funding for research in the United States has declined in the last two decades. The Bureau of Reclamation sponsored a six-state research program from 2002–2006, however, called the “Weather Damage Modification Program”.[23] A 2003 study[24] by the United States National Academy of Sciences urges a national research program to clear up remaining questions about weather modification’s efficacy and practice.

In Australia, CSIRO conducted major trials between 1947 and the early 1960s:

  • 1947 – 1952: CSIRO scientists dropped dry ice into the tops of cumulus clouds. The method worked reliably with clouds that were very cold, producing rain that would not have otherwise fallen.

Only the trial conducted in the Snowy Mountains produced statistically significant rainfall increases over the entire experiment.

An Austrian study[25] to use silver iodine seeding for hail prevention ran during 1981–2000, and the technique is still actively deployed there.[26]

Modern uses

Asia

The largest cloud seeding system in the world is that of the People’s Republic of China, which believes that it increases the amount of rain over several increasingly arid regions, including its capital city, Beijing, by firing silver iodide rockets into the sky where rain is desired. There is even political strife caused by neighboring regions which accuse each other of “stealing rain” using cloud seeding. About 24 countries currently practice weather modification operationally[citation needed]. China used cloud seeding in Beijing just before the 2008 Olympic Games in order to clear the air of pollution, but there are disputes regarding the Chinese claims. In February 2009, China also blasted iodide sticks over Beijing to artificially induce snowfall after four months of drought, and blasted iodide sticks over other areas of northern China to increase snowfall. The snowfall in Beijing lasted for approximately three days and led to the closure of 12 main roads around Beijing.[27] At the end of October 2009 Beijing claimed it had its earliest snowfall since 1987 due to cloud seeding.[28]

In Southeast Asia, open burning produces haze that pollutes the regional environment. Cloud-seeding has been used to improve the air quality by encouraging rainfall. In India, cloud seeding operations were conducted during the years 2003 and 2004 through U.S. based Weather Modification Inc. in the state of Maharashtra.[29] In 2008, there are plans for 12 districts of state of Andhra Pradesh.[30]

In the United Arab Emirates, cloud seeding is being conducted by the weather authorities to create artificial rain.[31] The project, which began in July 2010 and cost $ 11 million, has been successful in creating rain storms in the Dubai and Abu Dhabi desert.[32]

North America

In the United States, cloud seeding is used to increase precipitation in areas experiencing drought, to reduce the size of hailstones that form in thunderstorms, and to reduce the amount of fog in and around airports. Cloud seeding is also occasionally used by major ski resorts to induce snowfall. Eleven western states and one Canadian province (Alberta) have ongoing weather modification operational programs [1]. In January 2006, an $8.8 million cloud seeding project began in Wyoming to examine the effects of cloud seeding on snowfall over Wyoming’s Medicine Bow, Sierra Madre, and Wind River mountain ranges.[33]

A number of commercial companies, such as Aero Systems Incorporated [2], Atmospherics Incorporated [3], North American Weather Consultants [4], Weather Modification Incorporated [5], Weather Enhancement Technologies International [6], Seeding Operations and Atmospheric Research (SOAR) [7], offer weather modification services centered on cloud seeding. The U.S. signed an international treaty in 1978 banning the use of weather modification for hostile purposes.[8]

During the sixties, Irving P. Krick & Associates operated a successful cloud seeding operation in the area around Calgary, Alberta. This utilized both aircraft and ground-based generators that pumped silver iodide into the atmosphere in an attempt to reduce the threat of hail damage. Ralph Langeman, Lynn Garrison, and Stan McLeod, all ex-members of the RCAF’s 403 Squadron, attending the University of Alberta, spent their summers flying hail suppression. A number of surplus Harvard aircraft were fitted with racks under each wing containing 32 railroad fuzees that were impregnated with silver iodide. These could be ignited individually or all at once, depending upon the threat. In coordination with ground units, the aircraft would lay a plume of silver iodide in front of approaching cumulo-nimbus clouds with noticeable effect. Large, active CBs were reduced to nothing. Heavy hail storms were reduced in intensity. This effective program was funded by farmer contributions and government grants.[citation needed]

Europe

Cloud seeding began in France during the 1950s with the intent of reducing hail damage to crops. The ANELFA project consists of local agencies acting within a non-profit organization.[34] A similar project in Spain is managed by the Consorcio por la Lucha Antigranizo de Aragon.[34] The success of the French program was supported by insurance data; that of the Spanish program in studies conducted by the Spanish Agricultural Ministry.[34]

Soviet military pilots seeded clouds over the Byelorussian SSR after the Chernobyl disaster to remove radioactive particles from clouds heading toward Moscow.[35] At the July 2006 G8 Summit, President Putin commented that air force jets had been deployed to seed incoming clouds so they rained over Finland. Rain drenched the summit anyway.[36] In Moscow, the Russian Airforce tried seeding clouds with bags of cement on June 17, 2008. One of the bags did not pulverize and went through the roof of a house.[37] In October 2009, the Mayor of Moscow promised a “winter without snow” for the city after revealing efforts by the Russian Air Force to seed the clouds upwind from Moscow throughout the winter.[38]

Australia

In Australia, CSIRO’s activities in Tasmania in the 1960s were successful.[39] Seeding over the Hydro-Electricity Commission catchment area on the Central Plateau achieved rainfall increases as high as 30% in autumn. The Tasmanian experiments were so successful that the Commission has regularly undertaken seeding ever since in mountainous parts of the State.

In 2004, Snowy Hydro Limited began a trial of cloud seeding to assess the feasibility of increasing snow precipitation in the Snowy Mountains in Australia.[40] The test period, originally scheduled to end in 2009, was later extended to 2014.[40] The New South Wales (NSW) Natural Resources Commission, responsible for supervising the cloud seeding operations, believes that the trial may have difficulty establishing statistically whether cloud seeding operations are increasing snowfall. This project was discussed at a summit in Narrabri, NSW on 1 December 2006. The summit met with the intention of outlining a proposal for a 5 year trial, focussing on Northern NSW.

The various implications of such a widespread trial were discussed, drawing on the combined knowledge of several worldwide experts, including representatives from the Tasmanian Hydro Cloud Seeding Project however does not make reference to former cloud seeding experiments by the then Snowy Mountains Authority which rejected weather modification. The trial required changes to NSW environmental legislation in order to facilitate placement of the cloud seeding apparatus. The modern experiment is not supported for the Australian Alps.

In December 2006, the Queensland government of Australia announced A$7.6 million in funding for “warm cloud” seeding research to be conducted jointly by the Australian Bureau of Meteorology and the United States National Center for Atmospheric Research.[41] Outcomes of the study are hoped to ease continuing drought conditions in the states South East region.

Africa

In Mali and Niger, cloud seeding is also used on a national scale.[42][43]

Not much is publically known about the US National Reconnaissance Office, and maybe that’s a good thing. Former agents with America’s top-secret spy group say they’ve been ordered to ignore ethics when it comes to their government-appointed jobs.

Subjecting job applicants to polygraph screenings isn’t something out of the ordinary when it comes to positions with any government agency, including the NRO. Former staffers with the office insist that their ex-bosses more or less demanded that potential employees be forced to undergo rigorous questioning, however, that goes far beyond what is ethically and legally allowed.

Investigators with McClatchy News have uncovered hundreds of internal documents and memos that make it clear that the screening of job applicants and employees that the NRO expects from its staffers erodes good ethics. Employees are encouraged to get deep, dark confessions out of their subjects during screenings, and even rewarding those with the best results and condemning those not up to snuff. So demanding are these delegations, though, that former workers are worried that the government isn’t doing its job of catching spies but is instead more concerned with causing personal and emotional harm without actually helping the country.

In at least two instances, the NRO interrogated applicants to a point that they revealed to molesting young children. McClatchy’s investigation concludes that applicable law enforcement agencies were never made aware of these confessions.

“You’ve got to wonder what the point of all of this is if we’re not even going after child molesters,” Mark Phillips, a veteran polygraph expert, tells McClatchy. Phillips spent years with the agency before recent resigning, a move he says he was driven to after the office retaliated at him for refusing to comply with their demands.

“This is bureaucracy run amok. These practices violate the rights of Americans, and it’s not even for a good reason,” Phillips says.

Another former employee, Chuck Hinshaw, adds to the outlet that higher-ups at the NRO once made him subject a potential new hire to hours of intense scrutiny that ended with an adult woman breaking down and revealing a long-hidden secret. Intense drilling eventually ended with one applicant admitting that she was molested as a teenager.

“Go back in there and get details,” Hinshaw says his bosses demanded.

“You don’t understand,” he recalls telling them. “This woman needs help.” Hinshaw refused to comply with their demands. Later on, he had his security clearance revoked because he did not immediately tell his employers that he was foreclosing on his home. The NRO cited trust concerns as their reason for removing his credentials.

Mark Phillips recalls that, after asking the agency’s attorney to investigate the office’s practices, he was also reprimanded.

“Instead of spending time trying to improve his information collection skills, Mr. Phillips has spent an inordinate amount of time documenting, making complaints and arguing why he believes our program is collecting information in violation of (Pentagon) regulations,” the office wrote in an annual reviews Phillips provides McClatchy. “His accusations are without merit.”

Random musings, observations and the like:

We visit these contested Spratley Islands because, we do this because, are phrases heard in international discourse as of late, most national elites of foreign countries do not walk in synch with their constituents, in the rare moments they do it is to foment nationalism. There are only about three to four sovereign states left in the world, the rest are just proxy by national elites.

All these island and territorial disputes serve no purpose than as mechanism of divide and conquer tools. The smart thing to do with regards to natural resources in this area is to start a Manhattan project on alternative, sustainable fuel energy. The country, which succeeds, comes out on top. Even one hundred years from now these resources will be limited- better to beat everyone to the punch and then go from there

This is what the Russian Federation must do.

The republicans lost the election because of the same policies, which the democrats continue albeit repackaged and regurgitated for a more palatable public consumption. They will likely lose in the upcoming elections for the same reason

The republicans almost matched the democrats in their near height to political power but fell short by being manipulated from the shadows from two fronts one on the ideological and the other on the policy front.

Indeed, the seeds for American discord and disjunction was sewn early in its history by means of an ideological spilt not just through north and south but nailed in the coffin by creating a monopolization of the electoral process by two political parties, and the nature of the electoral college which now thanks to the citizens united ruling ensures that shadowy hands far from us soil can at command, beck and call change the political and policy vector of the United States.

It does no one (among the polity that is) any good for the United States to be divided along republican, Democratic Party lines in perpetuity; it begs the question “qui bono”

The republicans fell into the trap of rigid ideology (very early in their history) and cannot see beyond the artificial construct laissez-faire, a bone thrown at them no doubt and the democrats cannot see beyond the artificial constructs of messianic democracy in perpetuity along.

Both parties are only relevant in that they provide a means of the national elites to legitimize their near total control of the social, political and economic processes of the country.

Minority and disenfranchised groups also fulfill this role by being the unsuspecting pawns in a large game of divide and conquer between the two parties while the grand manipulators laugh, literally al the way to the bank. Indeed they are the untouchables but not in the negative context but in the positive context, benefitting them.

Mitt Romney or any candidate can challenge the current occupant of the white house by simply doing what the majority wills as is the case with democracy (rule by the people) however in this case of the united states it is not the will of the majority which is carried out but the will of the elites.

The labyrinth nature of the “leviathan” only serves to obscure any possibility of accountability as all roads lead back to the executioners are mangled with compromised individuals and bureaucratic red tape wrapped nicely in the co-opted arm of the law, in this context justice really is blind and not in the objective sense.

This, the Russian federation must avoid at all costs, least it suffer the same fate of divide and conquer, whose tentacles are now banging at its door step.

By ensuring NGO’s and the like declare their funding, which creates transparency, the Russian Federation ensures its sovereignty

The conditions for xenophobic Nationalism is a construct which results when a state or country suffers a loss of sovereignty by way of war, conflict or induced collapse through foreign intervention. It can be through all out defeat in  war as was done in the last century, or provocation.  It is the latter which is the Modus Operandi of intervening in foreign states. I would imagine that somewhere along the line, policy connoisseurs realized it was too risky to engage in all out war against a state (especially one that is sovereign) so it became feasible to divide and conquer, in this context divide the citizenry from the government or leadership by inciting or provoking one or the other. The most effective means appears to be however the provoking of the leadership of a state into violently cracking down on its populace, which consequently creates the conditions for popular uprising in a violent or non-violent backlash, it is simple manipulation of the relationship of cause and effect for geopolitical gains.

For popular culture has its limits, it is much more easy to incite the masses after  a political or social crack down against its own citizens, than just provoking them to do so without any reason. This is what is going on in the world today.
It happened wit in the last century and it is happening now. The cause of xenophobia in Russia is the conviction that the Soviet Union, which the Russians helped built,  collapsed as a result of the ethnic uprisings against the union instigated by various crack downs of the soviet regime, a trap they fell into.
These were instigated by the manipulation of the field of anthropology the identities of ancient civilization for the affect of creating historical angst on a mass psychological scale, other wise known as the manipulation and rewriting of history-a tool the Nazis used to great effect (see operation paperclip).
Along with other methods and modes but to recreate and re-flourish these so termed lost identities in a new messianic “Democracy”
This is just one of many examples perpetuated worldwide, I use the example of the Soviet Union because it is more recognized name

So today in IR class the professor was telling me that a lot of the other students, there is only 5-6 of us on any given day, is intimidated and accuse me of being aggressive in the class (woe is me! The Negro is informed-it almost seems like that is the case until you get the full explanation-which is even more demented)

I made the statement that the United States does not contribute much to the UN financially, which was based upon my understanding around 3-4 years ago, well since then they picked it up and reduced the percentage, but overall since its founding, if taken cumulatively it contributes more. I made a comment that the overall problem, was that democracy is not absolutely but relatively defined with regards to the democratic peace thesis. On a more recent occasion, I made a comment and cited the page of what I was saying based upon the reading Prof Friend Provided.

Today it was about the Nationalism and Patriotism in the context of the EU and varying identities along racial, ethnic and cultural lines which contributes to voters in the Netherlands and France rejecting it.

I made the distinction between race as identified traditionally by  the Racists, Anthropologists and Biologists, he said no such thing existed and I was wrong. I was just making the fact that there are distinctions, three of them, historically.

Then the topic of all topics came up in the context of federalism, sovereignty with regards to the EU. The annexation of Hawai‘i, I said it has no sovereignty because it is not currently an independent state, cannot muster an functioning defensive Army, cannot create and implement its own foreign policy so it has no sovereignty is gone, until it can be established, I don’t see how unless the United States relinquishes sovereign control over the Islands or the Hawai’ians managed to surprisingly muster a military force to create and guarantee their sovereignty or independence from the United States.

They tried to say that it was not the annexation, but the voting for statehood which relinquished its sovereignty.

Now I really don’t care for the context, I was just pointing out when Hawai’i lost its sovereignty, which is an historical fact, not of their own will or choosing.

The notion of human rights as conceived and understood today is a social construct and prescribed norm. As such by its very definition all human beings in totality are entitled to human rights based upon the current definition and prescribed norms of standards and criteria. Thus when acts of violence are committed in the offense with the explicit cause to destabilize, terrorize, or shock and awe even in rebellion, it is a violation of the human rights against those whom these acts are being directed to regardless of disposition outside the realm of immediate threat to life, limb or eyesight in a malicious manner, by those standards prescribed by those purporting to be the vanguard of “human rights.”

This is a blatant selective application of “Human Rights” and creates a contradiction in terms, otherwise known as a paradox.

There have been numerous experiments performed on human test subjects in the United States that have been considered unethical, and were often performed illegally, without the knowledge, consent, or informed consent of the test subjects.

The experiments include: the deliberate infection of people with deadly or debilitating diseases, exposure of people to biological and chemical weapons, human radiation experiments, injection of people with toxic and radioactive chemicals, surgical experiments, interrogation/torture experiments, tests involving mind-altering substances, and a wide variety of others. Many of these tests were performed on children, the sick, and mentally disabled individuals, often under the guise of “medical treatment”. In many of the studies, a large portion of the subjects were poor, racial minorities or prisoners.

Funding for many of the experiments was provided by United States government, especially the Central Intelligence Agency, United States military and federal or military corporations. The human research programs were usually highly secretive, and in many cases information about them was not released until many years after the studies had been performed.

The ethical, professional, and legal implications of this in the United States medical and scientific community were quite significant, and led to many institutions and policies that attempted to ensure that future human subject research in the United States would be ethical and legal. Public outcry over the discovery of government experiments on human subjects led to numerous congressional investigations and hearings, including the Church Committee, Rockefeller Commission, and Advisory Committee on Human Radiation Experiments, amongst others.

Surgical experiments

Throughout the 1840s, J. Marion Sims, who is often referred to as “the father of gynecology“, performed surgical experiments on enslaved African women, without anaesthesia. The women—one of whom was operated on 30 times—regularly died from infections resulting from the experiments.[1] In order to test one of his theories about the causes of trismus in infants, Sims performed experiments where he used a shoemaker’s awl to move around the skull bones of the babies of enslaved women.[2][3]

In 1874, Mary Rafferty, an Irish servant woman, came to Dr. Roberts Bartholow of the Good Samaritan Hospital in Cincinnati for treatment of her cancer. Seeing a research opportunity, he cut open her head, and inserted needle electrodes into her exposed brain matter.[4] He described the experiment as follows:

When the needle entered the brain substance, she complained of acute pain in the neck. In order to develop more decided reactions, the strength of the current was increased … her countenance exhibited great distress, and she began to cry. Very soon, the left hand was extended as if in the act of taking hold of some object in front of her; the arm presently was agitated with clonic spasm; her eyes became fixed, with pupils widely dilated; lips were blue, and she frothed at the mouth; her breathing became stertorous; she lost consciousness and was violently convulsed on the left side. The convulsion lasted five minutes, and was succeeded by a coma. She returned to consciousness in twenty minutes from the beginning of the attack, and complained of some weakness and vertigo.

In 1896, Dr. Arthur Wentworth performed spinal taps on 29 young children, without the knowledge or consent of their parents, at the Children’s Hospital in Boston, Massachusetts to discover if doing so would be harmful.[5]

From 1913 to 1951, Dr. Leo Stanley, chief surgeon at the San Quentin Prison, performed a wide variety of experiments on hundreds of prisoners at San Quentin. Many of the experiments involved testicular implants, where Stanley would take the testicles out of executed prisoners and surgically implant them into living prisoners. In other experiments, he attempted to implant the testicles of rams, goats, and boars into living prisoners. Stanley also performed various eugenics experiments, and forced sterilizations on San Quentin prisoners.[6] Stanley believed that his experiments would rejuvenate old men, control crime (which he believed had biological causes), and prevent the “unfit” from reproducing.[6][7]

Pathogens, disease, and biological warfare agents

In the 1880s, in Hawaii, a Californian physician working at a hospital for lepers injected twelve young girls under the age of 12 with syphilis.[5]

In 1895, the New York pediatrician Henry Heiman intentionally infected two “idiots” (mentally disabled boys)—one four-year-old and one sixteen-year old—with gonorrhea as part of a medical experiment. A review of the medical literature of the late 19th and early 20th century found that there were more than 40 reports of experimental infections with gonorrheal culture, including some where gonorrheal organisms were applied to the eyes of sick children.[5][8][9]

In 1900[verification needed], U.S Army doctors in the Philippines infected five prisoners with bubonic plague and induced beriberi in 29 prisoners; four of the test subjects died as a result.[10][11] In 1906, Professor Richard Strong of Harvard University intentionally infected 24 Filipino prisoners with cholera, which had somehow become contaminated with plague. He did this without the consent of the patients, and without informing them of what he was doing. All of the subjects became sick and 13 died.[11][12]

In 1908, three Philadelphia researchers infected dozens of children with tuberculin at the St. Vincent’s House orphanage in Philadelphia, causing permanent blindness in some of the children and painful lesions and inflammation of the eyes in many of the others. In the study they refer to the children as “material used”.[13]

In 1909, F. C. Knowles released a study describing how he had deliberately infected two children in an orphanage with Molluscum contagiosum after an outbreak in the orphanage, in order to study the disease.[5]

In 1911, Dr. Hideyo Noguchi of the Rockefeller Institute for Medical Research injected 146 hospital patients (some of whom were children) with syphilis. He was later sued by the parents of some of the child subjects, who allegedly contracted syphilis as a result of his experiments.[14]

The Tuskegee syphilis experiment[15] was a clinical study conducted between 1932 and 1972 in Tuskegee, Alabama, by the U.S. Public Health Service. In the experiment, 400 impoverished black males who had syphilis were offered “treatment” by the researchers, who did not tell the test subjects that they had syphilis and did not give them treatment for the disease. By 1947, penicillin became available as treatment, but those running the study prevented study participants from receiving treatment elsewhere, lying to them about their true condition, so that they could observe the effects of syphilis on the human body. By the end of the study in 1972, only 74 of the test subjects were alive. 28 of the original 399 men had died of syphilis, 100 were dead of related complications, 40 of their wives had been infected, and 19 of their children were born with congenital syphilis. The study was not shut down until 1972, when its existence was leaked to the press, forcing the researchers to stop in the face of a public outcry.[16]

In 1941, at the University of Michigan, doctors Francis and Jonas Salk and other researchers deliberately infected patients at several Michigan mental institutions with the influenza virus by spraying the virus into their nasal passages.[17] Francis Rous, editor of the Journal of Experimental Medicine wrote the following to Francis regarding the experiments:

“It may save you much trouble if you publish your paper … elsewhere than in the Journal of Experimental Medicine. The Journal is under constant scrutiny by the anti-vivisectionists who would not hesitate to play up the fact that you used for your tests human beings of a state institution. That the tests were wholly justified goes without saying.”[18]

In 1941 Dr. William C. Black inoculated a twelve month old baby “offered as a volunteer” with herpes. He submitted his research to The Journal of Experimental Medicine and it was rejected on ethical grounds. The editor of the Journal of Experimental Medicine, Francis Payton Rous, called the experiment “an abuse of power, an infringement of the rights of an individual, and not excusable because the illness which followed had implications for science.”[19][20][21] It was later published in the Journal of Pediatrics.[22]

The Stateville Penitentiary Malaria Study was the site of a controlled study of the effects of malaria on the prisoners of Stateville Penitentiary near Joliet, Illinois beginning in the 1940s. The study was conducted by the Department of Medicine at the University of Chicago in conjunction with the United States Army and the State Department. At the Nuremberg trials, Nazi doctors cited the malaria experiments as part of their defense.[23][24] The study continued at Stateville Penitentiary for 29 years. In related studies from 1944 to 1946, Dr. Alf Alving, a professor at the University of Chicago Medical School, purposely infected psychiatric patients at the Illinois State Hospital with malaria, so that he could test experimental malaria treatments on them.[25]

In a 1946 to 1948 study in Guatemala, U.S. researchers used prostitutes to infect prison inmates, insane asylum patients, and Guatemalan soldiers with syphilis and other sexually transmitted diseases, in order to test the effectiveness of penicillin in treating sexually transmitted diseases. They later tried infecting people with “direct inoculations made from syphilis bacteria poured into the men’s penises and on forearms and faces that were slightly abraded . . . or in a few cases through spinal punctures”. Approximately 700 people were infected as part of the study (including orphan children). The study was sponsored by the Public Health Service, the National Institutes of Health and the Pan American Health Sanitary Bureau (now the World Health Organization‘s Pan American Health Organization) and the Guatemalan government. The team was led by John Charles Cutler, who later participated in the Tuskegee syphilis experiments. Cutler chose to do the study in Guatemala because he would not have been permitted to do it in the United States.[26][27][28][29]

In 1950, in order to conduct a simulation of a biological warfare attack, the US Navy used airplanes to spray large quantities of the bacteria Serratia marcescens – considered harmless at this time – over the city of San Francisco, California, which caused numerous citizens to contract pneumonia-like illnesses, and killed at least one person.[30][31][32][33][34][35] The family of the man who was killed sued for gross negligence, but a federal judge ruled in favor of the government in 1981.[36] Serratia tests were continued until at least 1969.[37]

Also in 1950, Dr. Joseph Stokes of the University of Pennsylvania deliberately infected 200 female prisoners with viral hepatitis.[38]

From the 1950s to 1972, mentally disabled children at the Willowbrook State School in Staten Island, New York were intentionally infected with viral hepatitis, in research whose purpose was to help discover a vaccine.[39] From 1963 to 1966, Saul Krugman of New York University promised the parents of mentally disabled children that their children would be enrolled into Willowbrook in exchange for signing a consent form for procedures that he claimed were “vaccinations.” In reality, the procedures involved deliberately infecting children with viral hepatitis by feeding them an extract made from the feces of patients infected with the disease.[40][41]

In 1952, Sloan-Kettering Institute researcher Chester M. Southam injected live cancer cells into prisoners at the Ohio State Prison. Half of the prisoners in this NIH-sponsored study were black – the other half weren’t. Also at Sloan-Kettering, 300 healthy women were injected with live cancer cells without being told. The doctors stated that they knew at the time that it might cause cancer.[42]

In 1955, the CIA conducted a biological warfare experiment where they released whooping cough bacteria from boats outside of Tampa Bay, Florida, causing a whooping cough epidemic in the city, and killing at least 12 people.[43][44][45]

In 1956 and 1957, several U.S. Army biological warfare experiments were conducted on the cities of Savannah, Georgia and Avon Park, Florida. In the experiments, Army bio-warfare researchers released millions of infected mosquitoes on the two towns, in order to see if the insects could potentially spread yellow fever and dengue fever. Hundreds of residents contracted a wide array of illnesses, including fevers, respiratory problems, stillbirths, encephalitis, and typhoid. Army researchers pretended to be public health workers, so that they could photograph and perform medical tests on the victims. Several people died as a result of the experiments.[10][46]

In 1962, twenty-two elderly patients at the Jewish Chronic Disease Hospital in Brooklyn, New York were injected with live cancer cells by Chester M. Southam, who in 1952 had done the same to prisoners at the Ohio State Prison, in order to “discover the secret of how healthy bodies fight the invasion of malignant cells”. The administration of the hospital attempted to cover the study up, but the New York State medical licensing board ultimately placed Southam on probation for one year. Two years later, the American Cancer Society elected him as their Vice President.[47]

In 1966, the U.S. Army released the harmless Bacillus globigii into the tunnels of the New York subway system as part of a field study called A Study of the Vulnerability of Subway Passengers in New York City to Covert Attack with Biological Agents.[43][48][49][50][51] The Chicago subway system was also subject to a similar experiment by the Army.[43]

Human radiation experiments

Researchers in the United States have performed thousands of human radiation experiments to determine the effects of atomic radiation and radioactive contamination on the human body, generally on people who were poor, sick, or powerless.[52] Most of these tests were performed, funded, or supervised by the United States military, Atomic Energy Commission, or various other US federal government agencies.

The experiments included a wide array of studies, involving things like feeding radioactive food to mentally disabled children or conscientious objectors, inserting radium rods into the noses of schoolchildren, deliberately releasing radioactive chemicals over U.S. and Canadian cities, measuring the health effects of radioactive fallout from nuclear bomb tests, injecting pregnant women and babies with radioactive chemicals, and irradiating the testicles of prison inmates, amongst other things.

Ultimately, public outcry over the experiments led to the 1994 Advisory Committee on Human Radiation Experiments.

Radioactive iodine experiments

In 1953, the U.S. Atomic Energy Commission (AEC) ran several studies on the health effects of radioactive iodine in newborns and pregnant women at the University of Iowa. In one study, researchers gave pregnant women from 100 to 200 microcuries (3.7 to 7.4 MBq) of iodine-131, in order to study the women’s aborted embryos in an attempt to discover at what stage, and to what extent, radioactive iodine crosses the placental barrier. In another study, they gave 25 newborn babies (who were under 36 hours old and weighed from 5.5 to 8.5 pounds (2.5 to 3.9 kg)) iodine-131, either by oral administration or through an injection, so that they could measure the amount of iodine in their thyroid glands.[53]

In another AEC study, researchers at the University of Nebraska College of Medicine fed iodine-131 to 28 healthy infants through a gastric tube to test the concentration of iodine in the infants’ thyroid glands.[53]

In a 1949 operation called the “Green Run,” the AEC released iodine-131 and xenon-133 to the atmosphere which contaminated a 500,000-acre (2,000 km2) area containing three small towns near the Hanford site in Washington.[54]

In 1953, the AEC sponsored a study to discover if radioactive iodine affected premature babies differently from full-term babies. In the experiment, researchers from Harper Hospital in Detroit orally administered iodine-131 to 65 premature and full-term infants who weighed from 2.1 to 5.5 pounds (0.95 to 2.5 kg).[53]

From 1955 to 1960 Sonoma State Hospital in northern California served as a permanent drop off location for mentally handicapped children diagnosed with cerebral palsy or lessor disorders. The children subsequently underwent painful experimentation without adult consent. Many were given irradiated milk, some spinal taps “for which they received no direct benefit.” 60 Minutes Wednesday learned that in these fifteen years, the brain of every cerebral palsy child who died at Sonoma State was removed and studied without parental consent. According to the CBS story, over 1,400 patients died at the clinic.[55]

In 1962, the Hanford site again released I-131, stationing test subjects along its path to record its effect on them. The AEC also recruited Hanford volunteers to ingest milk contaminated with I-131 during this time.[53]

Uranium experiments

Between 1946 and 1947, researchers at the University of Rochester injected uranium-234 and uranium-235 in dosages ranging from 6.4 to 70.7 micrograms per kilogram of body weight into six people to study how much uranium their kidneys could tolerate before becoming damaged.[57]

Between 1953 and 1957, at the Massachusetts General Hospital, Dr. William Sweet injected eleven terminally ill, comatose and semi-comatose patients with uranium in an experiment to determine, among other things, its viability as a chemotherapy treatment against brain tumors, which all but one of the patients had (one being a mis-diagnosis). Dr. Sweet, who died in 2001, maintained that consent had been obtained from the patients and next of kin.[58][59]

Plutonium experiments

In 1945, as part of the Manhattan Project, three patients at Billings Hospital at the University of Chicago were injected with plutonium.[60]

In 1946, six employees of a Chicago metallurgical lab were given water that was contaminated with plutonium-239, so that researchers could study how plutonium is absorbed into the digestive tract.[57]

Experiments involving other radioactive materials

Immediately after World War II, researchers at Vanderbilt University gave 829 pregnant mothers in Tennessee what they were told were “vitamin drinks” that would improve the health of their babies, but were, in fact, mixtures containing radioactive iron, to determine how fast the radioisotope crossed into the placenta. At least three children are known to have died from the experiments, from cancers and leukemias.[61][62] Four of the women’s babies died from cancers as a result of the experiments, and the women experienced rashes, bruises, anemia, hair/tooth loss, and cancer.[52]

From 1946 to 1953, at the Walter E. Fernald State School in Massachusetts, in an experiment sponsored by the U.S. Atomic Energy Commission and the Quaker Oats corporation, 73 mentally disabled children were fed oatmeal containing radioactive calcium and other radioisotopes, in order to track “how nutrients were digested”. The children were not told that they were being fed radioactive chemicals and were told by hospital staff and researchers that they were joining a “science club”.[61][63][64][65]

In the 1950s, researchers at the Medical College of Virginia performed experiments on severe burn victims, most of them poor and black, without their knowledge or consent, with funding from the Army and in collaboration with the AEC. In the experiments, the subjects were exposed to additional burning, experimental antibiotic treatment, and injections of radioactive isotopes. The amount of radioactive phosphorus-32 injected into some of the patients, 500 microcuries (19 MBq), was 50 times the “acceptable” dose for a healthy individual; for people with severe burns, this likely led to significantly increased death rates.[66][67]

Between 1948 and 1954, funded by the federal government, researchers at the Johns Hopkins Hospital inserted radium rods into the noses of 582 Baltimore, Maryland schoolchildren as an alternative to adenoidectomy.[68][69][70] Similar experiments were performed on over 7,000 U.S. Army and Navy personnel during World War II.[68] Nasal Radium Irradiation went on to become a standard medical treatment and was used in over two and a half million Americans.[68]

In another study at the Walter E. Fernald State School, in 1956, researchers gave mentally disabled children radioactive calcium orally and intravenously. They also injected radioactive chemicals into malnourished babies and then pushed needles through their skulls, into their brains, through their necks, and into their spines to collect cerebrospinal fluid for analysis.[65][71]

An eighteen-year-old woman at an upstate New York hospital, expecting to be treated for a pituitary gland disorder, was injected with plutonium.[72]

In 1961 and 1962, ten Utah State Prison inmates had blood samples taken which were then mixed with radioactive chemicals and reinjected back into their bodies.[73]

In a 1967 study that was published in the Journal of Clinical Investigation, pregnant women were injected with radioactive cortisol to see if it would cross the placental barrier and affect the fetuses.[74]

Fallout research

In 1954, American scientists conducted fallout exposure research on the citizens of the Marshall Islands after they were inadvertently irradiated[75] by the Castle Bravo nuclear test in Project 4.1. The Bravo test was detonated upwind of Rongelap Atoll and the residents were exposed to serious radiation levels, up to 180 rads (1.8 Gy). Of the 236 Marshallese exposed, some developed severe radiation sickness and one died, and long term effects included birth defects, “jellyfish” babies, and thyroid problems.[76]

In 1957, atmospheric nuclear explosions in Nevada, which were part of Operation Plumbbob were later determined to have released enough radiation to have caused from 11,000 to 212,000 excess cases of thyroid cancer amongst U.S. citizens who were exposed to fallout from the explosions, leading to between 1,100 and 21,000 deaths.[77]

Early in the Cold War, in studies known as Project GABRIEL and Project SUNSHINE, researchers in the United States, the United Kingdom, and Australia attempted to determine just how much nuclear fallout would be required to make the Earth uninhabitable.[78][79] They realized that atmospheric nuclear testing had provided them an opportunity to investigate this. Such tests had dispersed radioactive contamination worldwide, and examination of human bodies could reveal how readily it was taken up and hence how much damage it caused. Of particular interest was strontium-90 in the bones. Infants were the primary focus, as they would have had a full opportunity to absorb the new contaminants.[80]

As a result of this conclusion, researchers began a program to collect human bodies and bones from all over the world, with a particular focus on infants. The bones were cremated and the ashes analyzed for radioisotopes. This project was kept secret primarily because it would be a public relations disaster; as a result parents and family were not told what was being done with the body parts of their relatives.[81]

Irradiation experiments

Between 1960 and 1971, the Department of Defense funded non-consensual whole body radiation experiments on poor, black cancer patients, who were not told what was being done to them. Patients were told that they were receiving a “treatment” that might cure their cancer, but in reality the Pentagon was attempting to determine the effects of high levels of radiation on the human body. One of the doctors involved in the experiments, Robert Stone, was worried about litigation by the patients, so he only referred to them by their initials on the medical reports. He did this so that, in his words, “there will be no means by which the patients can ever connect themselves up with the report”, in order to prevent “either adverse publicity or litigation”.[82]

From 1960 to 1971, Dr. Eugene Saenger, funded by the Defense Atomic Support Agency, performed whole body radiation experiments on more than 90 poor, black, terminally ill cancer patients with inoperable tumors at the University of Cincinnati Medical Center. He forged consent forms, and did not inform them of the risks of irradiation. The patients were given 100 or more rads (1 Gy) of whole-body radiation, which in many caused intense pain and vomiting. Critics have questioned the medical rationale for this study, and contend that the main purpose of the research was to study the acute effects of radiation exposure.[83][84]

From 1963 to 1973, a leading endocrinologist, Dr. Carl Heller, irradiated the testicles of Oregon and Washington prisoners. In return for their participation, he gave them $5 a month, and $100 when they had to receive a vasectomy upon conclusion of the trial. The surgeon who sterilized the men said that it was necessary to “keep from contaminating the general population with radiation-induced mutants“. One of the researchers who had worked with Heller on the experiments, Dr. Joseph Hamilton, said that the experiments “had a little of the Buchenwald touch”.[85]

In 1963, University of Washington researchers irradiated the testes of 232 prisoners to determine the effects of radiation on testicular function. When these inmates later left prison and had children, at least four of them had offspring born with birth defects. The exact number is unknown because researchers never followed up on the status of the subjects.[86]

Chemical experiments

From 1942 to 1944, the U.S. Chemical Warfare Service conducted experiments which exposed thousands of U.S. military personnel to mustard gas, in order to test the effectiveness of gas masks and protective clothing.[87][88][89][90]

From 1950 through 1953, the US Army sprayed toxic chemicals over six cities in the United States and Canada, in order to test dispersal patterns of chemical weapons. Army records stated that the chemicals which were sprayed on the city of Winnipeg, Canada, included zinc cadmium sulfide.[91]

To test whether or not sulfuric acid, which is used in making molasses, was harmful as a food additive, the Louisiana State Board of Health commissioned a study to feed “Negro prisoners” nothing but molasses for five weeks. One report stated that prisoners didn’t “object to submitting themselves to the test, because it would not do any good if they did”.[12]

A 1953 article in the medical/scientific journal Clinical Science[92] described a medical experiment in which researchers intentionally blistered the skin on the abdomens of 41 children, who ranged in age from 8 to 14, using cantharide. The study was performed to determine how severely the substance injures/irritates the skin of children. After the studies, the children’s blistered skin was removed with scissors and swabbed with peroxide.[74]

From approximately 1951 to 1974, the Holmesburg State Prison in Pennsylvania was the site of extensive dermatological research operations, using prisoners as subjects. Led by Dr. Albert M. Kligman of the University of Pennsylvania, the studies were performed on behalf of Dow Chemical Company, the U.S. Army, and Johnson & Johnson.[93][94][95] In one of the studies, for which Dow Chemical paid Kligman $10,000, Kligman injected dioxin—a highly toxic, carcinogenic component of Agent Orange, which Dow was manufacturing for use in Vietnam at the time—into 70 prisoners (most of them black). The prisoners developed severe lesions which went untreated for seven months.[10] Dow Chemical wanted to study the health effects of dioxin and other herbicides, and how they affect human skin, because workers at their chemical plants were developing chloracne. In the study, Kligman applied roughly the amount of dioxin Dow employees were being exposed to. In 1980 and 1981, some of the people who were used in this study sued Professor Kligman for a variety of health problems, including lupus and psychological damage.[96]

Kligman later continued his dioxin studies, increasing the dosage of dioxin he applied to 10 prisoners’ skin to 7,500 micrograms of dioxin, which is 468 times the dosage that the Dow Chemical official Gerald K. Rowe had authorized him to administer. As a result, the prisoners developed inflammatory pustules and papules.[96]

The Holmesburg program also paid hundreds of inmates a nominal stipend to test a wide range of cosmetic products and chemical compounds, whose health effects were unknown at the time.[97][98] Upon his arrival at Holmesberg, Kligman is claimed to have said “All I saw before me were acres of skin … It was like a farmer seeing a fertile field for the first time”.[99] It was reported in a 1964 issue of Medical News that 9 out of 10 prisoners at Holmesburg Prison were medical test subjects.[100]

In 1967, the U.S. Army paid Kligman to apply skin-blistering chemicals to the faces and backs of inmates at Holmesburg to, in Kligman’s words, “learn how the skin protects itself against chronic assault from toxic chemicals, the so-called hardening process.”[96]

Psychological and torture experiments

U.S. government research

The United States government funded and performed numerous psychological experiments, especially during the Cold War era. Many of these experiments were performed to help develop more effective torture and interrogation techniques for the U.S. military and intelligence agencies, and to develop techniques for resisting torture at the hands of enemy nations and organizations.

In studies running from 1947 to 1953, which were known as Project Chatter, the U.S. Navy began identifying and testing truth serums, which they hoped could be used during interrogations of Soviet spies. Some of the chemicals tested on human subjects included mescaline and the anticholinergic drug scopolamine.[101]

Shortly thereafter, in 1950, the CIA initiated Project Bluebird, later renamed Project Artichoke, whose stated purpose was to develop “the means to control individuals through special interrogation techniques”, “way[s] to prevent the extraction of information from CIA agents”, and “offensive uses of unconventional techniques, such as hypnosis and drugs”.[101][102][103] The purpose of the project was outlined in a memo dated January 1952 that stated, “Can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature, such as self preservation?” The project studied the use of hypnosis, forced morphine addiction and subsequent forced withdrawal, and the use of other chemicals, among other methods, to produce amnesia and other vulnerable states in subjects.[104][105][106][107][108] In order to “perfect techniques for the abstraction of information from individuals, whether willing or not”, Project Bluebird researchers experimented with a wide variety of psychoactive substances, including LSD, heroin, marijuana, cocaine, PCP, mescaline, and ether.[109] Project Bluebird researchers dosed over 7,000 U.S. military personnel with LSD, without their knowledge or consent, at the Edgewood Arsenal in Maryland. More than 1,000 of these soldiers suffered from several psychiatric illnesses, including depression and epilepsy, as a result of the tests. Many of them tried to commit suicide.[110]

In 1952, professional tennis player Harold Blauer died when injected with a fatal dose of a mescaline derivative at the New York State Psychiatric Institute of Columbia University, by Dr. James Cattell. The United States Department of Defense, which sponsored the injection, worked in collusion with the Department of Justice, and the New York State Attorney General to conceal evidence of its involvement for 23 years. Cattell claimed that he did not know what the army had given him to inject into Blauer, saying: “We didn’t know whether it was dog piss or what we were giving him.[111][112]

In 1953, the CIA placed several of its interrogation and mind-control programs under the direction of a single program, known by the code name MKULTRA, after CIA director Allen Dulles complained about not having enough “human guinea pigs to try these extraordinary techniques”.[113] The MKULTRA project was under the direct command of Dr. Sidney Gottlieb of the Technical Services Division.[113] The project received over $25 million, and involved hundreds of experiments on human subjects at eighty different institutions.

In a memo describing the purpose of one MKULTRA program subprogram, Richard Helms said:

We intend to investigate the development of a chemical material which causes a reversible, nontoxic aberrant mental state, the specific nature of which can be reasonably well predicted for each individual. This material could potentially aid in discrediting individuals, eliciting information, and implanting suggestions and other forms of mental control.

In 1954, the CIA’s Project QKHILLTOP was created to study Chinese brainwashing techniques, and to develop effective methods of interrogation. Most of the early studies are believed to have been performed by the Cornell University Medical School’s human ecology study programs, under the direction of Dr. Harold Wolff.[101][115][116] Wolff requested that the CIA provide him any information they could find regarding “threats, coercion, imprisonment, deprivation, humiliation, torture, ‘brainwashing’, ‘black psychiatry’, and hypnosis, or any combination of these, with or without chemical agents”. According to Wolff, the research team would then:

…assemble, collate, analyze and assimilate this information and will then undertake experimental investigations designed to develop new techniques of offensive/defensive intelligence use … Potentially useful secret drugs (and various brain damaging procedures) will be similarly tested in order to ascertain the fundamental effect upon human brain function and upon the subject’s mood … Where any of the studies involve potential harm of the subject, we expect the Agency to make available suitable subjects and a proper place for the performance of the necessary experiments.
—Dr. Harold Wolff, Cornell University Medical School[116]

… it was fun, fun, fun. Where else could a red-blooded American boy lie, kill, cheat, steal, rape and pillage with the sanction and bidding of the All-highest?

George Hunter White, who oversaw drug experiments for the CIA as part of Operation Midnight Climax[117]

Another of the MKULTRA subprojects, Operation Midnight Climax, consisted of a web of CIA-run safehouses in San Francisco, Marin, and New York which were established in order to study the effects of LSD on unconsenting individuals. Prostitutes on the CIA payroll were instructed to lure clients back to the safehouses, where they were surreptitiously plied with a wide range of substances, including LSD, and monitored behind one-way glass. Several significant operational techniques were developed in this theater, including extensive research into sexual blackmail, surveillance technology, and the possible use of mind-altering drugs in field operations.[117]

In 1957, with funding from a CIA front organization, Dr. Ewan Cameron of the Allan Memorial Institute in Montreal, Canada began MKULTRA Subproject 68.[118] His experiments were designed to first “depattern” individuals, erasing their minds and memories—reducing them to the mental level of an infant—and then to “rebuild” their personality in a manner of his choosing.[119] To achieve this, Cameron placed patients under his “care” into drug-induced comas for up to 88 days, and applied numerous high voltage electric shocks to them over the course of weeks or months, often administering up to 360 shocks per person. He would then perform what he called “psychic driving” experiments on the subjects, where he would repetitively play recorded statements, such as “You are a good wife and mother and people enjoy your company”, through speakers he had implanted into blacked-out football helmets that he bound to the heads of the test subjects (for sensory deprivation purposes). The patients could do nothing but listen to these messages, played for 16–20 hours a day, for weeks at a time. In one case, Cameron forced a person to listen to a message non-stop for 101 days.[119] Using CIA funding, Cameron converted the horse stables behind Allen Memorial into an elaborate isolation and sensory deprivation chamber which he kept patients locked in for weeks at a time.[119] Cameron also induced insulin comas in his subjects by giving them large injections of insulin, twice a day for up to two months at a time.[101] Several of the children who Cameron experimented on were sexually abused, in at least one case by several men. One of the children was filmed numerous times performing sexual acts with high-ranking federal government officials, in a scheme set up by Cameron and other MKULTRA researchers, to blackmail the officials to ensure further funding for the experiments.[120]

The frequent screams of the patients that echoed through the hospital did not deter Cameron or most of his associates in their attempts to depattern their subjects completely

The CIA leadership had serious concerns about their unethical and illegal behavior, as evidenced in a 1957 Inspector General Report, which stated:

Precautions must be taken not only to protect operations from exposure to enemy forces but also to conceal these activities from the American public in general. The knowledge that the agency is engaging in unethical and illicit activities would have serious repurcussions in political and diplomatic circles …

In 1957, Dr. Robert Heath of Tulane University performed experiments on schizophrenic patients, which were funded by the U.S. Army. In the studies, he dosed them with high levels of LSD, and then implanted “deep electrodes” in their brains to take EEG readings.[123]

MKULTRA activities continued until 1973 when CIA director Richard Helms, fearing that they would be exposed to the public, ordered the project terminated, and all of the files destroyed.[113] However, a clerical error had sent many of the documents to the wrong office, so when CIA workers were destroying the files, some of them remained, and were later released under a Freedom of Information Act request by investigative journalist John Marks. Many people in the American public were outraged when they learned of the experiments, and several congressional investigations took place including the Church Committee and the Rockefeller Commission.

On 26 April 1976, the Church Committee of the United States Senate issued a report, “Final Report of the Select Committee to Study Governmental Operation with Respect to Intelligence Activities”,[124] In Book I, Chapter XVII, p 389 this report states:

LSD was one the materials tested in the MKULTRA program. The final phase of LSD testing involved surreptitious administration to unwitting non-volunteer subjects in normal life settings by undercover officers of the Bureau of Narcotics acting for the CIA.
A special procedure, designated MKDELTA, was established to govern the use of MKULTRA materials abroad. Such materials were used on a number of occasions. Because MKULTRA records were destroyed, it is impossible to reconstruct the operational use of MKULTRA materials by the CIA overseas; it has been determined that the use of these materials abroad began in 1953, and possibly as early as 1950.[104][125][126][127][128]
Drugs were used primarily as an aid to interrogations, but MKULTRA/MKDELTA materials were also used for harassment, discrediting, or disabling purposes.[104][125][126][127][128]

In 1963, CIA had synthesized many of the findings from its psychological research into what became known as the KUBARK Counterintelligence Interrogation handbook,[129] which cited the MKULTRA studies, and other secret research programs as the scientific basis for their interrogation methods[119] Cameron regularly traveled around the U.S. teaching military personnel about his techniques (hooding of prisoners for sensory deprivation, prolonged isolation, humiliation, etc.), and how they could be used in interrogations. Latin American paramilitary groups working for the CIA and U.S. military received training in these psychological techniques at places like the School of the Americas, and even today, many of the torture techniques developed in the MKULTRA studies and other programs are being used at U.S. military and CIA prisons such as Guantanamo Bay and Abu Ghraib.[119][130] In the aftermath of the Congressional hearings, major news media mainly focused on sensationalistic stories related to LSD, “mind-control”, and “brainwashing”, and rarely used the word “torture”. This put off the image that CIA researchers were, as one author put it “a bunch of bumbling sci-fi buffoons”, rather than a rational group of men who had run torture laboratories and medical experiments in major U.S. universities, and who had tortured, raped, and psychologically abused young children, driving many of them permanently insane.[119]

From 1964 to 1968, the U.S. Army paid $386,486 to professors Albert Kligman and Herbert W. Copelan to perform experiments with mind-altering drugs on 320 inmates of Holmesburg Prison. The goal of the study was to determine the minimum effective dose of each drug needed to disable 50 percent of any given population. Kligman and Copelan initially claimed that they were unaware of any long-term health effects the drugs could have on prisoners, however, documents later revealed that this was not the case.[96]

Medical professionals gathered and collected data on the CIA’s use of torture techniques on detainees, in order to refine those techniques, and to “to provide legal cover for torture, as well as to help justify and shape future procedures and policies”, according to a report by Physicians for Human Rights. The report stated that: “Research and medical experimentation on detainees was used to measure the effects of large-volume waterboarding and adjust the procedure according to the results.” As a result of the waterboarding experiments, doctors recommended adding saline to the water “to prevent putting detainees in a coma or killing them through over-ingestion of large amounts of plain water.” Sleep deprivation tests were performed on over a dozen prisoners, in 48-, 96- and 180-hour increments. Doctors also collected data intended to help them judge the emotional and physical impact of the techniques so as to “calibrate the level of pain experienced by detainees during interrogation” and to determine if using certain types of techniques would increase a subject’s “susceptibility to severe pain.”. The CIA denied the allegations, claiming they never performed any experiments, and saying “The report is just wrong”; however, the U.S. government never investigated the claims.[131][132][133][134][135][136]

In August 2010, the U.S. weapons manufacturer Raytheon announced that it had partnered with a jail in Castaic, California in order to use prisoners as test subjects for a new non-lethal weapon system that “fires an invisible heat beam capable of causing unbearable pain.”[137]

Academic research

In 1939, at the Iowa Soldiers’ Orphans’ Home in Davenport, Iowa, twenty-two children were the subjects of the so-called “monster” experiment. This experiment attempted to use psychological abuse to induce children who spoke normally to stutter. The experiment was designed by Dr. Wendell Johnson, one of the nation’s most prominent speech pathologists, for the purpose of testing one of his theories on the cause of stuttering.[138]

In 1961, in response to the Nuremberg Trials, the Yale psychologist Stanley Milgram performed his study “Obedience to Authority Study”, also known as the Milgram Experiment, in order to determine if it was possible that the Nazi genocide could have resulted from millions of people who were “just following orders”. The Milgram Experiment raised questions about the ethics of scientific experimentation because of the extreme emotional stress suffered by the participants, who were told, as part of the experiment, to apply electric shocks to test subjects (who were actually actors not really receiving electric shocks).

Pharmacological research

At Harvard University, in the late 1940s, researchers began performing experiments where they tested diethylstilbestrol, a synthetic estrogen, on pregnant women at the Lying-In Hospital of the University of Chicago. The women experienced an abnormally high number of miscarriages and babies with low birth weight. None of the women were told that they were being experimented on.[139]

Researchers at the Laurel Children’s Center in Maryland tested experimental acne medications on children, and continued their tests even after half of the children developed severe liver damage from the medications.[74]

From 1988 to 2008, the number of overseas clinical trials for drugs intended for American consumption increased by 2,000%, to approximately 6,500 trials. These trials are often conducted in areas with large numbers of poor and illiterate people who grant their consent by signing an “X” or making a thumb print on a form. These tests are rarely monitored by the FDA, and have in some cases proved deadly, such as a case where 49 babies died in New Delhi, India during a 30-month trial. The cost of testing in countries without safety regulations is much lower; and, due to lax or nonexistent oversight, pharmaceutical corporations (or research companies they’ve contracted out to) are able to more easily suppress research that demonstrates harmful effects and only report positive results.[140][141]

Other experiments

The 1846 journals of Dr. Walter F. Jones of Petersburg, Virginia, describe how he poured boiling water onto the backs of naked slaves afflicted with typhoid pneumonia, at four-hour intervals, because he thought that this might “cure” the disease by “stimulating the capillaries”.[142][143][144]

In 1914, Joseph Goldberger restricted prisoner diets to induce pellagra, which he suspected were caused by vitamin deficiencies, not infectious diseases, as was believed at the time. He was nominated for the Nobel Prize for his work.

From early 1940 until 1953, Dr. Lauretta Bender, a highly respected pediatric neuropsychiatrist who practiced at Bellevue Hospital in New York City, performed electroshock experiments on at least 100 children. The children’s ages ranged from 3–12 years. Some reports indicate that she may have performed such experiments on more than 200. Electroconvulsive treatment was used on more than 500 children at Bellevue Hospital from 1942 to 1956, including Bender’s experiments, and then at Creedmoor State Hospital Children’s Service from 1956 to 1969. Publicly, Bender claimed that the results of the “therapy” were positive, but in private memos, she expressed frustration over mental health issues caused by the treatments.[145] Bender would sometimes shock schizophrenic children (some less than 3 years old) twice per day, for 20 consecutive days. Several of the children became violent and suicidal as a result of the treatments.[146]

At Willowbrook State School for the mentally retarded in Staten Island, NY, a hightly controversial medical study was carried out there between 1963 and 1966 by medical researchers Saul Krugman and Robert W. McCollum. Healthy children who were mentally retarded, were secretly intentionally inoculated, orally and by injection, with a virus that causes the hepatitis, then monitored to gauge the effects of gamma globulin in combating the resultant disease.[3] A public outcry forced the study to be discontinued after it was exposed and condemnend by Senator Robert F. Kennedy.[147] New York Senator Robert Kennedy and a television crew visit Willowbrook State school in Staten Island NY. “He likens the conditions at Willowbrook to that of a “snake pit,” and states that the residents of these institutions were “denied access to education and are deprived of their civil liberties.” Later that same year, he addressed a joint session of the NYS Legislature on the “dehumanizing conditions” of the State’s institutions.[148]

In 1942, the Harvard University biochemist Edward Cohn injected 64 Massachusetts prisoners with cow blood, as part of an experiment sponsored by the U.S. Navy.[149][150][151]

In 1950, researchers at the Cleveland City Hospital ran experiments to study changes in cerebral blood flow where they injected people with spinal anesthesia, and inserted needles into their jugular veins and brachial arteries to extract large quantities of blood, and after massive blood loss which caused paralysis and fainting, measured their blood pressure. The experiment was often performed multiple times on the same subject.[74]

In a series of studies which were published in the medical journal Pediatrics, researchers from the University of California Department of Pediatrics performed experiments on 113 newborns ranging in age from 1 hour to 3 days, where they studied changes in blood pressure and blood flow. In one of the studies, researchers forced a catheter through the babies’ umbilical arteries and into their aortas, and then submerged their feet in ice water. In another of the studies, they strapped 50 newborn babies to a circumcision board, and then turned them upside down so that all of their blood rushed into their heads.[74]

From 1963 to 1969 as part of Project Shipboard Hazard and Defense (SHAD), the U.S. Army performed tests which involved spraying several U.S. ships with various biological and chemical warfare agents, while thousands of U.S. military personnel were aboard the ships. The personnel were not notified of the tests, and were not given any protective clothing. Chemicals tested on the U.S. military personnel included the nerve gases VX and Sarin, toxic chemicals such as zinc cadmium sulfide and sulfur dioxide, and a variety of biological agents.[152]

The San Antonio Contraceptive Study was a clinical research study about the side effects of oral contraceptives published in 1971. Women came to a clinic in San Antonio for preventing pregnancies and were not told they were participating in a research study or receiving placebos. 10 of the women became pregnant while on placebos.[153][154][155]

In the 2000s, artificial blood was transfused into research subjects across the United States without their consent by Northfield Labs.[156] Later studies showed the artificial blood caused a significant increase in the risk of heart attacks and death.[157]

Legal, academic and professional policy

During the Nuremberg trials, several of the Nazi doctors and scientists who were being tried for their human experiments claimed that the inspiration for their studies had come from studies that they had seen performed in the United States.[10][47] In 1945, as part of Operation Paperclip, the United States government recruited 1,600 Nazi scientists, many of whom had performed human experimentation in Nazi concentration camps. The scientists were offered immunity from any war crimes they had committed during the course of their work for the Nazi government, in return for doing research for the United States government. Many of the Nazi scientists continued their human experimentation when they arrived in the United States.[158]

A secret AEC document dated April 17, 1947, titled Medical Experiments in Humans stated: “It is desired that no document be released which refers to experiments with humans that might have an adverse reaction on public opinion or result in legal suits. Documents covering such fieldwork should be classified Secret.[53]

At the same time, the Public Health Service was instructed to tell citizens downwind from bomb tests that the increases in cancers were due to neurosis, and that women with radiation sickness, hair loss, and burned skin were suffering from “housewife syndrome”.[53]

In 1964, the World Medical Association passed the Declaration of Helsinki, a set of ethical principles for the medical community regarding human experimentation.

In 1966, the National Institutes of Health (NIH) Office for Protection of Research Subjects (OPRR) was created, and issued its Policies for the Protection of Human Subjects which recommended establishing independent review bodies, which were later called institutional review boards.

In 1969, Kentucky Court of Appeals Judge Samuel Steinfeld dissented in Strunk v. Strunk, 445 S.W.2d 145, and made the first judicial suggestion that the Nuremberg Code should be applied to American jurisprudence.

In 1974 the National Research Act established the National Commission for the Protection of Human Subjects, and mandated that the Public Health Service to come up with regulations that would protect the rights of human research subjects.

Project MK-ULTRA was first brought to wide public attention in 1975 by the U.S. Congress, through investigations by the Church Committee, and by a presidential commission known as the Rockefeller Commission.[159][160]

In 1975, the Department of Health, Education and Welfare (DHEW) created regulation which included the recommendations laid out in the NIH’s 1966 Policies for the Protection of Human Subjects. Title 45 of the Code of Federal Regulations, known as “The Common Rule,” requires the appointment and utilization of institutional review boards (IRBs) in experiments using human subjects.

On April 18, 1979, prompted by an investigative journalist’s public disclosure of the Tuskegee syphilis experiments, the United States Department of Health, Education, and Welfare (later renamed to Health and Human Services) released a report entitled “Ethical Principles and Guidelines for the Protection of Human Subjects of Research,” authored by Dan Harms, which laid out many modern guidelines for ethical medical research.

In 1987 the United States Supreme Court ruled in United States v. Stanley, 483 U.S. 669, that a U.S. serviceman who was given LSD without his consent, as part of military experiments, could not sue the U.S. Army for damages.

Dissenting the verdict in U.S. v. Stanley, Justice Sandra Day O’Connor stated:

No judicially crafted rule should insulate from liability the involuntary and unknowing human experimentation alleged to have occurred in this case. Indeed, as Justice Brennan observes, the United States played an instrumental role in the criminal prosecution of Nazi officials who experimented with human subjects during the Second World War, and the standards that the Nuremberg Military Tribunals developed to judge the behavior of the defendants stated that the ‘voluntary consent of the human subject is absolutely essential … to satisfy moral, ethical, and legal concepts.’ If this principle is violated, the very least that society can do is to see that the victims are compensated, as best they can be, by the perpetrators.

On January 15, 1994, President Bill Clinton formed the Advisory Committee on Human Radiation Experiments (ACHRE). This committee was created to investigate and report the use of human beings as test subjects in experiments involving the effects of ionizing radiation in federally funded research. The committee attempted to determine the causes of the experiments, and reasons why the proper oversight did not exist, and made several recommendations to help prevent future occurrences of similar events.[161]

As of 2007, not a single U.S. government researcher had been prosecuted for human experimentation, and many of the victims of U.S. government experiments have not received compensation, or in many cases, acknowledgment of what was done to them.[162]

    The issue of the Rwandan genocide came up in class today in the context of fender issues and human rights in international institutions.

    A consensus legal definition of genocide:

    “The 1948 United Nations Convention on the Prevention and Punishment of the Crime of Genocide (CPPCG): Article 2 of this convention defines genocide as “any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such: killing members of the group; causing serious bodily or mental harm to members of the group; deliberately inflicting on the group conditions of life, calculated to bring about its physical destruction in whole or in part; imposing measures intended to prevent births within the group; [and] forcibly transferring children of the group to another group.”

    The issue was why the United States did not intervene in the Rwandan genocide, which has already been established that it is genocide.

    The reading he gave us was “Bystanders to Genocide: Why the United States let the Rwandan Tragedy Happen” by Samantha Power

    It is established that the Clinton administration did not want to go in there and despite various agencies calling it genocide based upon the criteria and definition of the UN charter and definition.  They avoided the term genocide in order to prevent a commitment of military force, which would have been mandatory based upon signed UN commitments.

    Professor friend’s explanation is that the reason why the Clinton administration did not first acknowledge genocide, was that the definition was to obscure despite its explicitly stating otherwise and that it was more geared to ethnic cleansing which did not require mandatory U.S. commitment.

    It’s a justification for the obscuration and arbitrary rewrite of history though not on paper.

    And the class went away thinking such.

    You cannot see or, feel or hear the pain and discomfort, and at the moment it is difficult to convey it to some, but that was their intent. I am under no illusion or delusion that I will find justice here. The person(s) responsible for this know what they did and continue to do, I know what they did and the have the preponderance of being entrenched in the establishment to obstruct and obscure the truth from surfacing and such is the nature of nefarious individuals, institutions and organizations. The people who do their bidding willingly and unwillingly oblige due to affinity for such things, the truth is obscured from them, or they are coerced into doing it. There are those who are adept at manipulating technicality and bureaucracy over the unsuspecting and gullible. That is the purview of those who are politically connected or various intelligence services.

    Years of wars of attrition and the like has diminished our gene pool with people who are inclined towards corruption, evil and the like. This is a state policy of war by other means in the form of a more obscured practice of eugenics, which fits very well into the strategy of divide and conquer. To use the analogy, my Angelou upon her return from over sees in her autobiography recited a chance encounter she had with some publishers in getting her book published, the in short played the mind games, and she asked,”why are you doing this?, the reply she was given was “to let you know we are in charge.”

    Super-rich stash $21 tn in offshore havens

    Wealthy tax evaders, aided by private banks have exploited loopholes in tax legislation and stashed over $21 tn in offshore funds, says a report. The capital drained from some developing countries since 1970 would be enough to pay off national debts.
    The findings show the gap between the haves and the have-nots is much larger than previously thought.
    The document, entitled The Price of Offshore Revisited, was commissioned by The Tax Justice Network campaign group and leaked to the Guardian. The report provides the most detailed valuation of the offshore economy to date.
    “The problem here is that the assets of these countries are held by a small number of wealthy individuals while the debts are shouldered by the ordinary people of these countries through their governments,” wrote James Henry, expert on tax havens and former chief economist at consultancy McKinsey in his report.
    The document cites the world’s leading private banks as cherry-picking from the ranks of the uber-rich and siphoning their fortunes into tax-free havens such as Switzerland and the Cayman Islands.
    The wealth of the super-rich is “protected by a highly paid, industrious bevy of professional enablers in the private banking, legal, accounting and investment industries taking advantage of the increasingly borderless, frictionless global economy.”
    Henry writes that a large part of the trillion dollar hoard belongs to around 92,000 individuals, an elite class of super-rich who make up 0.001 percent of the global population.
    “These estimates reveal a staggering failure: inequality is much, much worse than official statistics show, but politicians are still relying on trickle-down to transfer wealth to poorer people,” said John Christensen of the Tax Justice Network.
    The report records the flow of capital from countries into offshores over the past few decades. Saudi Arabia saw almost $300 billion drained from their economy since the 1970s, while Russia saw almost $800 billion leave its economy in hidden assets since the fall of the Soviet Union. Nigeria issued a loss of $300 billion since the mid-1970s.

    Henry points the finger at the world’s top ten private banks, among them UBS and Credit Suisse, for aiding wealthy clients to dodge taxes.
    According to Henry’s figures, the top financial leaders processed more than $6 trillion in funds in 2010, more than double the previous year.

    Last week the US Senate released a report damning the actions of the UK bank HSBC. The report highlighted evidence of the bank’s law security policies leading to money laundering cases.
    It referenced $7 billion in cash that had crossed the Mexican border into the US and been deposited in HSBC from 2007 to 2008. The report suggests that the billions of dollars could have come from drug sales in Mexico.
    The probe also shed light on a number of other instances when the bank bypassed US safeguards, potentially bankrolling terrorists and drug lords in the process.
    The bank had previously had to pay out $1bn to US authorities for money laundering offenses committed between 2004 and 2010.
    The G20 has repeatedly made calls to end tax-free havens since the beginning of the financial crisis in 2008, but these plans have not yet come to fruition.

    Protesting NATO: What to Know About the Secret Service and H.R. 347

    The forthcoming summit of the North Atlantic Treaty Organization, set for May 20 and 21 in Chicago, could be the first public test of H.R. 347, the recently passed law that expanded the ability of the Secret Service to suppress protests in or around certain restricted zones near individuals under its protection. We’ve written about H.R. 347 here and here.

    NATO summits are interesting affairs. Unlike the periodic meetings of member nations, the summits are more stately and elaborate events, meant to introduce major policy changes or new members to the strategic alliance (among other things). This means lots of Very Important Persons, and lots of Very Controversial Issues. Both of these things mean lots of expected First Amendment activity.

    As far as H.R. 347 goes, the NATO summit has been declared a “National Special Security Event” by the Department of Homeland Security. This puts the Secret Service in charge of the overall security plan. My understanding is that the FBI chips in with counterterrorism and counterintelligence assistance, and the Federal Emergency Management Agency (another DHS agency) is in charge of emergency preparation. It also means massive security preparations and infrastructure—and lots of opportunities for the suppression of lawful protest.

    The entire area around Chicago’s McCormick Place—the main site for the summit—will be off-limits to unauthorized personnel, and I believe will qualify as a restricted zone under the federal law that was amended by H.R. 347. Additionally, the Secret Service plans to close parts of Lake Shore Drive and I-55 near the summit as well as other locations in the Loop.

    For protesters, this means a couple of things. First, be aware of the types of conduct covered by the law amended by H.R. 347 (all of this stuff was actually illegal before the recent revamp, which is partially why the bill sailed under the radar). That is, you cannot:

    (1) Enter or remain in one of these zones without “lawful authority”;
    (2) Engage in “disorderly or disruptive conduct” in or near one of these zones that “impedes or disrupts the orderly conduct of Government activities or official functions” (but you must intend to impede or disrupt those activities or functions);
    (3) Block or otherwise impede an entrance or exit to one of these zones (but you must again intend to disrupt government activities or official functions); or
    (4) Engage in any act of physical violence against person or property in any restricted zone.

    Second, note this is where the lowered intent standard in the law, which we explained here, could come into play. Previously, per the one case discussing the scope of the law amended by H.R. 347, there was a question about whether you had to affirmatively know your actions were unlawful under federal law before you could be convicted under the relevant federal statute. Under H.R. 347’s amendments to that statute, I think it’s safe to say that requirement is gone. All you need to know are the “facts underlying” the offense, meaning that you merely need to be aware you’re engaged in the conduct described above in one of these zones, but not that it’s illegal.

    In practice, this could mean that protesters who inadvertently find themselves in one of these areas could be arrested and charged under H.R. 347. That said, the law also requires that the area be “posted, cordoned off, or otherwise restricted,” meaning that it would have to be obvious based on signage, a cordon of police officers surrounding the area or some other means that the area is a federally restricted area. If not, it would arguably be difficult to form the required intent to commit the crime. That will not necessarily, however, stop the authorities from arresting you.

    What will be particularly interesting (read: alarming) is if the Secret Service starts to use the law to get at protests that are physically removed from the event. For instance, if a lawful protest that is within earshot of the summit gets rowdy enough that it “disrupts” the “orderly conduct of Government business or official functions,” does that trigger the statute? We just don’t know. The Secret Service certainly has the ability and obligation to secure the individuals it protects, but it also must permit lawful protest to be seen and heard. It cannot use H.R. 347 to “sanitize” the summit.

    The height of today’s class the Bush doctrine and terrorism:

    It almost seems that Professor Friend was promoting the crass mantra of arbitrarily and subjectively defined Terrorism.

    I made the distinction between “terror” as traditionally defined, Terrorist and Terrorism as concocted after 9/11.

    There has always been a definition for “terror.” The push was made after 9/11 although subtly by rearranging the semantics of the word to be associated with acts of violence from the middle east and the various demographic groups there. It is no more than a blatant attempt at literary profiling as a means to an end, in this case the so termed war on “terror.”
    As opposed to the blatant truth war on the middle east.

    The problem is  that internationally we are told there is no legally binding definition of terrorism or terrorist, one would imagine because states(especially  western states) employ “terror” tactics in one form or another, this has historical precedent.

    Russia must avoid this trap, it appears there is a distinctive believe of strangling the dragon before it wakes up, I’d imagine they would apply the same to the Russian federation

    Each groups sensibilities and insecurities are manipulated in order to get them to comply and participate in said harassment, some unwittingly so.

    In the case of women, they said oh he doesn’t like women, of course the women they got to participate did not realize I am a homosexual, in the case of the African Americans and Hispanic and Latino’s oh he is to homosexual or not macho enough, in the case of the Caucasian , oh he is no patriotic enough, he is a commie.

    All of this done for nothing more than caprice

    This I know they did for sure, I received my confirmation

    This is what Russia  faces on a daily basis in the realm of its information wars and targeted psychological operations instigators within its territory.

    The Russian Federation is not paranoid when it makes these legitimate claims, the patterns, means and modes are there, along with historical precedence.

    SGT Harvin wanted to use my computer this morning, despite having a working laptop of his own have to make sure he doesn’t do what Harris did and inserted those songs on my computer, or tweak the settings- I’ll have to do a computer scrub when I get back.

    Random Observation and sidenotes:

    The so termed liberal and democratic institutions are no different from the alleged red scare from the cold war they professed to battle against. They employed the same tactics now as they did then in subjugating the masses, whether overtly or covertly overthrowing one democratic institution after another and installing semi dictatorships albeit with a 21st century twist.

    The enumeration of Democracy as a mode for freedom is a farce as the successor to these traditions in the form of neoliberal and neoconservative institutions and ideology serve only to promote the interests of national elites and the few who control the levers of power and production and special interests, they don’t even serve the interests of the state or the majority.

    Any simple course in one of the various western economic thought will reveal this.

    These institutions support and co-opt the so called liberal and conservative ideals to serve as a mode of hegemony and domination irrespective of the consequence, the very structure and nature of these ideologies in practice and form supports hegemonic behavior by the very intrinsic acceptance that  “Wealth can only be created by creating the disposed in perpetuity,” Thus the inter-subjectivity of the modes of political and economic governance is subject to the pressures of inequality, slavery and other numerous injustices.

    Every idea, modes and identity is corrupted, incorporated and subjected to internal and external pressures with one underlying purpose, which is to ensure hegemonic dominion at all costs, damn the psychosocial consequences.

    This is why even the realm of religion, the hippies and the seemingly innocent become dangerous, a factor which is often overlooked as various religions have been co-opted to serve and in some circumstances torture adherents with the express purpose of ensuring the domination and survival of these modes of social functions of these what I term “interconnecting dendrites,” they do not have the distinction of be classified as a states, nations or countries, the modes by which these pockets of elites function transcend those traditional categorizations and warp the global landscape by being seemingly intangible, and unaccountable across semi-permeable borders in  functioning from one geographic location to the next.

    Minorities and other disenfranchised groups irrespective of ethnicity cannot find justice in these systems because they are corrupted and co-opted by the few and of the few to delegitimize and divide cohesive and collective identities and legitimate claims of injustice by goading these groups into committing atrocities against the dominant cultures and one another. They then lose their moral high ground in the fight for injustice and are relegated to the realm of subaltern discourse; this is the great tragedy of the 21st century. They become bullies, this is evident for example, in the modern African American community elites who no longer know how to create, but co-opt by bullying other African Americans for little political, social and economic gain.

    The very seeds for this are found in the very intrinsic fabric of deconstructed identities in relation to geography in the context of democracy. The prevailing thought is that numerous factions would create stability by preventing one monolithic party from dominating a nation, this is not entirely true, because one party could work in the shadows to manipulate the others to fight in perpetuity while maintaining control of the levers of power and influence of the state, in fact there is one intelligence apparatus which operates this way on the global stage. The other factor in preventing distinctive identities from merging into collective identities serve only those exercising the tactic of divide and conquer in order to maintain or establish hegemony.

    This is what the Russian Federation is forced to deal with by virtues of proximity in the 21st century and must ovoid these trappings and create its own solutions.

    These African American and other minorities who saw themselves fit in a presumptive manner to interest in my life at the behest of shadowy hands think that I will somehow beholden myself them them for some grander purpose.     The use of women in this harassment no doubt serves as a method of inducing me into some formed bias in favor of gender discourse and promotion by trying to induce sympathy nonetheless. I will not do, agree or acquiesce to such a thing. Because these very methods are the same inhumanity that this so termed proponents of gender discourse are alleging to fight or highlight on the world stage. In using those same tactics against me or others , they are no different from the monsters they claim to fight, in fact they are now monsters. It is a failure and will and has backfired for reasons too long to discus here, but more importantly because of, to quote the wisdom of Herr Nietzsche:

    Florida Tuberculosis Outbreak: Health Officials Sent Patients To Live At Monterey Motel

    Florida lawmakers were outraged to learn that as they voted to close A.G. Holley, the state’s only Tuberculosis hospital, the CDC was in Florida investigating one of the worst outbreaks of the disease in the last 20 years.

    But the state’s mishandling of the outbreak may go even further. A new report by the Palm Beach Post finds that for the past two years, state health officials were sending TB patients to the $35-per-night Monterey Motel in Jacksonville to wait out their infections.

    Guests at the motel told the Post they were not informed that the dingy building was being used as a medical facility until they saw people with masks around the building. And although officials say that the cleaning staff was briefed on how to treat rooms, those interviewed were unable to confirm they took special precautions.

    State officials have already come under heat for not informing the general public, lawmakers, or even the homeless population in which most of the TB cases were found about the recent outbreak, which led to 13 deaths and 99 illnesses.

    After Duval County contacted the CDC, investigators found that upwards of 3,000 people were exposed during the outbreak — a detail released in a report to Duval authorities in April 2012.

    Of those, a TB expert from John Hopkins University estimated that as many as 1,000 Floridians were likely infected even though the disease may lie dormant for years.

    After the initial scrutiny, the Florida Department of Health released an official statement that they had acted with the utmost transparency and shortly after the spike in TB cases, they reinstated the Jacksonville Community Tuberculosis Coalition to address the issue.

    Department of Health spokeswoman Jessica Hammonds told the Post that the Monterey Motel was specifically chosen because it had adequate ventilation and there was no air-sharing system between rooms.

    Surgeon General John Armstrong, who called the Post’s investigation “reckless,” recently underscored how difficult it is to simply catch TB by casual encounter: “It is nearly impossible to catch TB simply by passing an infected person on the street. To be at risk, you must be exposed to the organisms constantly, by living or working in close quarters with someone who has the active disease.”

    At the July 19 Duval Legislative round Table Discussion on Tuberculosis, Armstrong said the state was “moving beyond the model” of using private lodging to house those infected.

    With A.G. Holley’s closing, Miami’s Jackson Memorial Hospital has become the state’s exclusive treatment center for TB.

    Marc J. Yacht, a retired physician and longtime public health officer, told the Miami Herald: “I have concerns if [Jackson is] going to release them quickly and they go to hotels, motels and under bridges. These patients require ongoing attention

    You have got to be kidding me, all this done for some gender discourse, to experience the disenfranchisement of “woman”. This is ridiculous; you have injured another human being for caprice and gender sympathy nonetheless.

    What? Am I supposed to lash out at women now because of this injustice; well I am a human being.

    I have faced adversity most of my life, 1) for being African West Indian and 2) homosexual. Women behaving badly as men are no justification under any circumstances, for one, masculinity and femininity are social constructs and I would never presume to dictate to anyone how to be masculine or feminine. I only know how to be me and human.

    This is the work of one person and her handlers at that department and I now know that what goes on in that class, goes back to the handlers.

    Then they have the nerve to send out agents to antagonize and harass me, of which I do not have the television advantage yet of positing my case so that these cronies would stop and think about what they are doing.

    To use the old adage two wrongs do not make a right and it is these women and company by framing the narrative and context of gender identity and issues as a tool of the state in justifying war, aggression and intervention under the guise of human rights and gender equality have unnecessarily endangered the wellbeing and future of women the world over with legitimate issues. This posing of a dichotomy and inter-subjectivity creates an us versus them condition, in which gender issues and identity are now associated with the aggressors and as a result becomes an open target, which would set back real, genuine and potential progress on gender equality in regions and countries that could have genuinely tackled the issues outside the mantle and realm of a conflict (masculine-the stinging irony) context irrespective of the feminization aspect of war.

    That is irresponsible, inconsiderate and exposes the role of gender issues as nothing more than a subjective tool of the state to advance its own agendas and aim, damn the consequences unforeseen or otherwise.

    I mean this ridiculous, and then they give me, the scolding, sneering look, that is masculine, contradictory self-defeating.

    How am I supposed to respond to this injustice of the injustice by the injustice?  Is it logical for women to adopt the mantle of masculinity to combat gender issues, why that would be a contradiction as those same tools of “oppression”, victimization and aggression only highlights hypocrisy? I know not all women are like this, only the ones who are involved in this masculinized harassment. So, I will not lash out rabidly like some illogical and undisciplined child, like these harassers have been doing.

    It is not in my nature to forgive

    The Russian Federation must not fall into the trap of dealing with gender issues in this form, it is a layered multipronged approach, which first requires the stabilization of economy, society and opportunities with regards to gender and at each stage integrate education.

    The Russian federation should not as much seek to entertain the construct of gender roles, but harness the existence proof of human roles. This serves to avoid the unnecessary and subjective trap of gender identity with regards to ands a means of aggression and would set to stabilize Russian society.

    It appears the members of that class all know each other and are part of the same part and parcel circle of intimidation and harassment. Who knows how many unsuspecting students they have bullied? They have no qualms about using inhumane tactics.

    Mr. Stumps was talking about self immolation-which is a new tactic being practice around the world now. It came up in the context of rationalizing and how cheating is legitimized in the rational context, well yeah, there is a distinction of rational in the philosophical and non-philosophical context, what these people do is obscure and don’t identify context, whether this is done intentionally or not in order to justify certain preconceived biases is beyond me.

    If Mr. stumps so believes in self-immolation then he can go and try it. They miss the historical context of the practice with regards to Buddhist and Hindu philosophical thought, which is often the case with western adaptation of other cultures, becomes lost in translation, thus it becomes exposed as a tool in the arsenal of western political thought and practice, along with other covert psychological warfare.

    The very act intended or not strikes terror in the people observing it and thus becomes a mode of terrorism.  However, to manipulate people into doing it for political gain is at worst a crass human perversion, obscenity and injustice.
